Two questions:
One. Is it wrong of me to ask if my familiar can blow a horn of fog? Since a halfling could ask for a small sized longsword, could I ask for a tiny sized horn of fog? Would it emit equivalent fog? Are you as annoyed about these questions as I would be if one of my players asked me these questions?
Two. I don't have the cash on hand to scribe spells out of that book. Can I do it with money that we're earning now?
Bonus question: Is day job before or after leveling?

In reverse order...Day job would be be before you level. Yes you can use the money to scribe the scrolls and spellbook . I'm sure both you and Bouchart will want to. Make the appropriate rolls and your good to go. With 18 intelligence should be easy. Not to be a downer, but no horn blowing rats...at 4th level take an advanced familiar feat and upgrade Smek (I like the name) to something else with lips.

This is my working copy for 2nd level Sekkim, although I haven't done day job or gained spells from that book we found, so it must be considered tentative. The high points:
Gained shield and smapdragon firework spells from leveling.
Bought a bunch of knowledge skills and craft: carpentry.
Sold a few items for half price (lantern? why did a character with dark vision have a lantern?). Bought a toolkit for carpentry and a Haramaki.

Yes you can write/copy spells you can not cast yet. Here is how you make the rolls.
First (no roll needed) Spells Gained at a New Level: Wizards perform a certain amount of spell research between adventures. Each time a character attains a new wizard level, he gains two spells of his choice to add to his spellbook. The two free spells must be of spell levels he can cast.
Adding Spells to a Wizard's Spellbook:
Wizards can add new spells to their spellbooks through several methods. A wizard can only learn new spells that belong to the wizard (or Magus) spell lists.
Spells Copied from Another Spellbook or Scroll:
A wizard can also add a spell to his book whenever he encounters one on a magic scroll or in another wizard's spellbook. No matter what the spell's source, the wizard must first decipher the magical writing (see Arcane Magical Writings). Next, he must spend 1 hour studying the spell. At the end of the hour, he must make a Spellcraft check (DC 15 + spell's level). A wizard who has specialized in a school of spells gains a +2 bonus on the Spellcraft check if the new spell is from his specialty. (You can take 10 on the spellcraft, but not take 20). This is also why spellcraft is a very important skill for wizards and Magus.

If I'm in a position to use a ranged touch spell things have gone horribly, horribly wrong and I should run away really fast. I mean, they are great spells if you like cuddling with beholders.
Don't confuse ranged touch for touch. You want ranged touch. I like being up close and a Shocking Grasp, all the better to cuddle the beholder.

yes, but its a bit rare and they don't sell this in the small town you are in...go to the capital (Tamran) and you can buy some.

Description
Anointing a creature’s eyes with a dose of fury drops causes it to immediately fly into a rage for 1d6 rounds, granting it a +2 alchemical bonus to Strength and Constitution, a +1 alchemical bonus on Will saves, and a -2 penalty to AC. The effect is otherwise identical to a barbarian’s rage, and creatures are fatigued at the end of the rage. Only creatures with an Intelligence score of 1 or 2 can be affected by fury drops.
