Rocosmia will wait, hearing these things. Master Veray speaking on Radgar is interesting, but nothing so far will push her into action. The pretends to be surprised about the news, at least.
But what happened this afternoon...?
"You will see the matter through personally, Master Veray?" she inquires as a member of the crowd.

GM Ascension |

Master Veray looks around the room for a moment to find who has spoken, his eyes settling on Rocosmia. "I will be overseeing the hunt for Radgar. He will not escape." Master Veray speaks with confidence, the apprehension of the murderer is a foregone conclusion in his mind. "We are also increasing the watch patrols until he is apprehended."
Coen speaks up again, "And what are we supposed to do until he is caught? No one is safe while he roams free."
"I cannot deny that what you say is true Mr Aldath. Radgar is very dangerous. If any encounter the man they should immediately find members of the city guard. In the meantime though we cannot let our fears rule us."
Meanwhile, outside the library...
The sun sets and the streets grow dark. Only an occasional person walks the streets near the library, most who have business in the area are listening in on the meeting.
Where are those of you waiting outside waiting at? Dev and Drewan both still on a rooftop?

For the meeting to be over and an opportune target, I'm guessing. We're just waiting for further instructions from those who are inside. Dev is staying out of sight, so probably still at the rooftops with Drewan.

Splitting up to take sight of all the exits is a good plan, so those on foot might like to move there so someone can message the others if they see a target. Dev will stay where he is, which is the north street I think. Good view from the rooftop where he is and he's too conspicuous on the ground.

As Drewan is the most mobile of the group, and fairly stealthy, he'll be somewhere he has a clear view of the library. Once the mages begin to leave and Rocosmia and Digger indicate which they're following, he'll run across rooftops and through back alleys to get to the ambush spot.

GM Ascension |

The meeting continues for another hour or so with various persons bringing up minor things. Asking for an appeal for their relative who is in prison. Asking about the raising of tariffs again. And other minutia of little interest. At last, well into dark, the meeting adjourns and the room begins to empty. As expected several prominent citizens stay behind to speak with the council regarding more private matters.
The streets have emptied leaving only the moon and stars casting a dim light over the streets. The clock tower on the library also shines out as a beacon against the sky, the celestial being with flaming sword showing against the blackness.
The wait is not long before Master Torenest exits the library with two of the tower guard watching over him. His towering height makes him unmistakable. He strolls down the center of library street, veering slightly to the west, heading towards the intersection where the crew waits on the rooftops or in the shadows.
No sign or word from the either of the other two mages.
You've got two rounds to cast buffs (at risk of being heard) or move around, etc. before he reaches the intersection - or of course choose to let him pass.

Drewan whispers to the others. "Seems to me that, unless the other mages are on their way here as well, we might not have a better chance than this. Torenest's spells will be more martial, but at least the two guards with him aren't likely to be a problem."

Is that Vower near Digger? Vower would stick close to Dev, so probably near him and Drewan.
As Dev relays the message to the others, also informing anyone who had not seen Master Torenest approaching the ambush point with two guards about them. He adds, "I will follow your lead. I know nothing of these mages and trust your judgement. Whatever we decide is fine."

Modesty aside...Drewan isn't too shabby as far as damage. Of course, he's also got his favored enemy and favored city bonuses right now, so if someone else could use it...

Puck, Jake's Eidolon |

Puck, still disguised as a halfing merchant, runs up to Torenest. "Master Torenest, master Torenest." stopping in front of the large man panting. He take a moment then looks up and continues to speak "Master Torenest can I speak to you on a matter of extreme importance?"
Again Puck scans Torenest for important items particularly the spell component pouch. Perception: 1d20 + 18 ⇒ (16) + 18 = 34

Jake whispers to the others "Are all good for this one" Then he moves back into the allieway finding somewhere shadowy and check that no one is around. stealth: 1d20 + 8 ⇒ (13) + 8 = 21

Yes, Vower gets multiple attacks if he can get a full attack. Four attacks to be precise, dealing a minimum of 24 damage (4+16+4). DM, I noticed a bit earlier that the Claws and Slam evolutions are incompatible with each other (you need to take one or the other). May I replace the Slam with Tentacle?

Hazan won't be able to reach Vower currently as he is 10' up. Digger is the only one on this side of the street you can reach. Cast on him or save it?
Master Torenest and his two guards stop as Puck gets near them. The men at arms crowd in closer, hands resting on sword hilts.
The magus peers down from his great height at the diminutive 'hafling'. His look is stern and imposing. "What is of such great importance that it must be taken care of at this late hour?"
Should probably get init rolls from everyone, I'm sure we'll need them very soon.

Huzzah! Thanks. And I forgot, but yes, Vower will be up in the rooftops. He can get down easily since he has the Flight evolution, and also it's just awesome to drop down from the sky in an ambush. I'm thinking G-13.

Whispering "We need to maximise our impact at the beginning of the combat. If we have a shot at this we need to kill him in 10 seconds. Anyone who wants to swing needs ti be close then all attack when Rocosmia gives the word."
Jake then from hiden point casts invisibility on himself then sneaks back out of the allie, he sstayibg hidden even though he is invisible.

Sorry Puck, I edited my post because Dev posted right after I did, moving Vower, which changed things and I removed the spoiler for that by mistake as well.
Puck picks out Master Torenest's spell component pouch easily hanging from his left hip.
The magus frowns, "What about the Duresu's?"
To Pucks sharp ears the sound of Jake casting a spell is heard plainly, perhaps because he knows Jake's voice. No, Master Torenest heard something of it as well, his eyes flicker in that direction. The two guards are oblivious though.
"Come with me, I think it would be best if we do not discuss this out in the open." He motions to Puck to walk northward.

We'll have at least a partial surprise round. Looks like casting tipped off the mage, though he still shouldn't have identified any combatants. Its not like we're staring at him with big signs on our heads saying 'impending ambusher'. You'll be able to charge in.

With Puck in front Master Torenest follows the halfing. His two guards again spread out to either side of him.
The magus occasionally looks to the east, trying to peer into the shadows of the nearby buildings.

If Rocosmia is targeting Hazan with the silence spell she will need to wait for him to move away from the shadows of the buildings to see him properly to target him. Just a little to far for her to see him with darkvision.

Puck, Jake's Eidolon |

"Well, the Duresu's were compeditors of mine. The night before the they murdered I was tavern complaining. An odd group of three seemed to be listening, An undine a young girl and a half elf. Last night I saw them sneaking around, very dodgy if you ask me." As they draw level with Puck reaches up and cuts the spell pouch off the Magus' belt

As Master Torenest takes another look to the east Puck reaches out with his hand, neatly cutting the strings of the magus spell component pouch, the action draws the magus attention though and dark thunderclouds instantly fill his eyes. "Thief." he calls out, not loudly, but filled with anger.
Everyone but Puck can still declare a single action in the surprise round. Unless your action is dependent on what others may do you don't particularly need to go in init order.

Drewan lets loose an arrow at the nearest guard to him, hoping to bring him down quickly.
Attack (Deadly Aim, Favored Enemy: Human): 1d20 + 8 - 2 + 2 ⇒ (16) + 8 - 2 + 2 = 24
Damage (Deadly Aim, Favored Enemy: Human, Sneak Attack): 1d8 + 3 + 4 + 2 + 1d6 ⇒ (2) + 3 + 4 + 2 + (1) = 12

I'm assuming Mage Armor is still active? If it isn't, I'll replace my cast spell with it.
Seeing the ambush start, Dev quickly turns to Vower, taking out a scale from his pouch and places his hands on the eidolon, feeling the grotesque flesh shift beneath his palms. He chants a spell, his voice low and guttural.
Cast: Lesser Evolution Surge on Vower (Poison: Bite)

Vower |

Vower unfurls his wings, stretching them out while Dev finishes his spell. The eidolon's mouth gapes in anticipation and saliva drips from his mouth. It's clear and slick at first but begins to turn a toxic sludgy green.
When Dev is finished and takes his hands off him, Vower jumps off the rooftop and uses his wings to glide down to where Toranest is, a horrifying beast swooping down from the darkening sky.
He lands behind Toranest, a hungry growl emanating from his slavering maw.

Dev - I think Vower might be able to charge and get an attack in (though his AC will suffer - up to you).

Puck nods and replies quietly and sadly "Sorry this is not how we wanted it, good luck."
Then he steps sideways disappearing as if he is stepping behind an invisible tree.
This will cause the spell component pouch to drop to the ground - 10' away from the magus.
@Vower, you have a direct line for charging - if you move to -I18 (or -J18) instead of -I19 for the most direct line for the charge - go ahead and roll attack/damage.
Those without darkvision have a 20% miss chance in the dim light. You are welcome to make your own rolls for miss chance, always using the lower 20% as the miss chance. For this one I rolled for Drewan. d100 = 68.
As Puck disappears into the ether Drewan takes the closest guard in the back of the arm, causing him to shout in pain.
Digger steps from the shadows of the building, shortbow twanging with the release of an arrow. The missile shatters on Master Torenest breastplate.
Hazan is up, Rocosmia delaying till Hazan is visible.

Vower |

I'll charge, moving to I-18. Will use Bite Attack. Vower has darkvision, thankfully!
Vower moves forward and stretches his mouth, darting forward to close his teeth around the mage.
Bite: 1d20 + 8 ⇒ (9) + 8 = 17
Damage: 1d6 + 4 + 1d6 ⇒ (4) + 4 + (4) = 12
