For PFS when upgradinging equipment, do I just pay the difference or do I have to buy a whole new suit of armor?
I have a Mythril 4 Mirror+1, and I am looking at upgrading to a +3
so my +1=5195gp and the +3 I want 13195, can I pay the 8K difference or do I need to pay the full price, and take 1/2 of the 5195 from the +1?

I haven't played PFS, but usually the rule is you pay the difference.
Also for the record this question is probably better suited to the Rules Forum or one of the Pathfinder Socity Forums.

This is also the second time I've heard of someone upgrading mythril 4 mirror in a week. I'm going to have to see exactly what this 4 mirror armor is.

Just a heads up, 4-mirror's cost got fixed in the UC errata. It now has a base cost of 125gp. Masterworking costs are also included in mithral, so the cost of +1 mithral four-mirror armor is actually 5125gp (4k for mithral which includes masterworking, 1k for the +1, and 125 for the base weapon).

Not sure what you mean. I'm talking about the Four-mirrored armor in the Eastern armors section. That got errata-ed to be 125gp.
Here, from the errata of the 1st ed version to the current:
Page 129—In Table 3–1: Eastern Armor, in the Kikko
Armor entry, change the Cost to “250 gp”, and in the
Four-Mirror Armor entry, change the Cost to “125 gp”.
Change “Stone coat” to “Lamellar, stone” and move it
to appear after “Lamellar, iron”. Delete the stone coat
entry from the text below. (It’s already covered in the
lamellar armor entry on page 128.)

He's saying that Ultimate Equipment also has 4 mirror armor and it is still listed as 45gp. That's probably where most players go to for information, because until you pointed it out I didn't realize there was an errata on 4 mirror at all.
Wow...yeah seems like UE completely lacks errata and the FAQ is rather empty too. Wonderful.
Well, I suppose it would depend on your source, but looks like the 45gp version is PFS legal. So 5045gp for +1 adamantine four mirrored armor....
Checked: not in PFS additional resources either.

It's pretty much strapping a couple of bucklers to your chest, front and back, along with a couple of plates protecting your sides. Thus 'four mirror', if all four plates are polished. The polishing was done to reflect the images of evil spirits thus supposedly offering some mystical protection.
Usually worn over padding or chainmail.

I had another thread on this topic a bit ago regarding the cost, but that was in the rules section. That thread resolved when I learned that my UC was out of date and it had been fixed in the errata.
Four Mirror Armor isn't very impressive armor in rules, it's basically chainmail with +5lbs of weight. At 45gp, it's the cheapest medium armor which alone is impressive. At 125gp, it's discounted chainmail with more weight (5lbs more for 25gp less).
It's still decent starting armor for a strong character since it leaves 25gp for weapons and such (which is plenty if you have cheap tastes in starting weapons).
In terms of balance, the main thing is that a 1st level character can afford Four Mirror Armor (45gp, +6 armor) AND a tower shield (30gp, +4 shield). The 125gp cost makes getting that +6 starting armor incompatible with the tower shield on a starting PFS character (unless you get one for free, somehow).
