...um...okay I know he doesn't have his trademark suit on in this picture, which might help things...
And there is a precedent with the internet freaking out about the joker and then being pleasantly surprised (see: Heath Ledger casting)
But...
This seems more Marilyn Manson and Hot Topic than Joker...

I'm not impressed by this. I remember people questioning the choice of Ledger but most people were willing to revise their opinion when the first pics in Joker drag were released.
This guy...I guess I'm willing to give it a shot but I'm not exactly hopeful. Still, trying to do something new with the Joker when you have to follow Nicholson, Hamill and Ledger is no small task.
I'm not overly familiar with the SS but why would they have the Joker in there? He's a liability no matter how you look at it, and he Does Not Play Well With Others.

no clue. Hell he could be the big bad of the movie for all I know.

Will Smith is a decent actor but he has a very narrow range. As in, every character he plays is EXACTLY THE SAME (or he comes off as flat and awkward).
That character that he does well? Not Deadshot.
That's my concern. I love the Osterander/Simone Deadshot, and if Smith could pull off that sociopathy, I'd be pleasantly surprised. I don't expect it though.
This and this and of course this level of sociopathy are what I want in Deadshot.
And yes, this Joker image makes me think of Superman IV...

The main problem with that philosophy is more often than not you psyche yourself into seeing a bad movie.
On the flipside, you can spend months or years being bitter about a movie that you didn't even see yet, because you judged it based on very partial information. As in all things the best thing is to strike a fine balance. But, especially in a forum such as this, people tend to skew heavily towards being over cynical. Self included, but that doesn't mean I'm not aware of what's happening.

I like Jared Leto, and think he's a pretty decent actor. I think he can pull off the Joker.
That being said, the tattoos are....just not Joker. I read another comment at a different site that summed up part of the problem - Does anyone think the Joker could sit still long enough to actually allow a tattoo artist to do all that. You'd have a pile of dead ones somewhere.
Plus, like someone said up above, it looks too Hot Topic. Like the person who designed this really doesn't get who/what the Joker is and thought to himself, "Hmmmmm...I know...tattoos make people look scary and crazy! Yeah, we'll give him a bunch of wicked tats!"
Ultimately, for me, it's just one more nail in the coffin of this movie. Harley Quinn? Yeah, thanks, but no thanks. I've always hated that character. I think it was the voice that did it. And, since I rarely get to go see a movie anyway, there's no way I'll pay money to see this one in a theater.

The Joker there seems to be pulling a lot of inspiration from Grant Morrison's revamped Joker in "Batman RIP" (sans the missing lips and split tongue).
Also worth remembering that the Internet flipped when they saw the first picture of Heath Ledger's Joker.
That said, I'm still trying to figure out why you would want to introduce this new Joker in a movie that doesn't have Batman in it. The Joker typically doesn't work very well from a storytelling standpoint if he doesn't have a straight man (i.e., Batman) to play off of.
As to the Will Smith casting, I think he's got the acting chops to pull of Deadshot. I think the problem is that he almost always plays a likeable guy whereas Deadshot is a total psychopath.

Eh. I actually kind of liked the look. It's different, so I'm curious to see where it goes. And good or bad, I see at least half the movies that come out in cinemas here these days for review purposes anyway, so no matter how it turns out, I'll be watching it. Who knows, it could be a pleasant surprise.
As for Harley Quinn... She'll look like Margot Robbie. Which, I've gotta say, isn't really a problem for me, no matter which costume they put her in :P

Ya know I was fine with Will Smith as Deadshot. This is really my first moment of apprehension so far on the film, which I have been anticipating more than watching Batman make Superman bleed.
...really? I look forward to Superman making Batman bleed (and worse), if only to see the shocked look on the faces of those annoying Batman fanboys.
That said, I will reserve my judgement on the new Joker until the actual move starts rolling. I think people worry too much about the actor choices when the real concern should be the plot.

The name of the movie corresponds to the name of comic book characters the movie is based on. So, there was a Joker in the Suicide Squad before the makers of the movie came up with this new look. So, the look has nothing to do with the name. Which sort of moots the point of your statement which confuses coincidence with causality.

My biggest concern with Jared Leto's Joker might be the lacking recognizably appearance. When you look at Heath Ledger's Joker, you instantly recognize it as the Joker, despite of the fact that they played with his appearance.
I do not get the same wipe from Leto's Joker. There is visual cues that hints at it being the Joker, the glove and the dyed hair being prime examples. But when I peer at him, it isn't the Joker that springs to mind. Rather, when I see those tattoos and those filed teeth, I cannot help but think that it appears as one of the Joker's punk henchmen.
