It’s an end run around the SRD using the transformed back-story.
The book version of the Elans are created from existing humans by a psionic process that infuses them with endlessly renewable energy, but wipes all their skill sets and leaves them at 1st level.
The SRD version is crunch only, inviting someone to use whatever fluff creation story they like, but technically using the original background is a breech of licensed content.

Elan are awesome because they are the only +0 ECL/LA race with the type: Aberration.
To me, that's a chunk of fun.
Now, I don't actually much care for psionics in a divine/arcane magic focused game (either give me Forgotton Realms-style sword & sorcery or give me wacked out psions, shotguns & steampunk-ninja anime), but an Elan is a fine choice if you want to hop into a non-manifesting psionic-based prestige class like "Pyrokineticist" without dropping a feat for Wild Talent.
As far as I'm concerned, elan CAN have a place at the table in most D&D games, including games that do not normally include Psionics.

We played a high level game where I played an Elan Erudite and another player was playing a dragon wyrmling. She was always lecturing us on how we 'lesser species' were so limited. At one point my character took out an elder fire elemental in two rounds solo. I looked across the table and said, in character, "You are what you are by a quirk of your birth. I am a self made man."

I once played one in Scarred Lands, had to make up a backstory for them. Essentially they were slaves to the Slareacians and feared their return. The secret of making had been lost with their masters and so there were no Elan younger than 200 years old.
My guy was more than 1,000 years old and kept refering to elves as "young" just to annoy them. He was also a telepath that branched into thrallherd. Somehow the irony that he (an ex slave) spent most of his time mentally enthralling people just as his former masters did to him, was completely lost on him!
