Math. Okay so, mechanically speaking, we have 60 feet of swimming to do. A character, upon a successful swim check (DC10), can swim a maximum of half their land speed in a single round. So assuming... say Kemras... succeeds on their swim check every round, they'd need 4 rounds to make the 60 feet underwater (Kemras land speed is 30, so he can swim 15 feet in a single round, and 60/15=4, so 4 rounds.) Now, a character can hold their breath for a number of rounds equal to double their constitution score (read: score, not modifier). This does get shortened if Kemras is making attacks, but we don't have to worry about that. He can potentially hold his breath for 20 rounds, so he's got lots of time.
Now for medium creatures carrying at least 16 pounds of gear, or small creatures carrying at least 8 pounds of gear, you have the option to walk along the bottom. This does not require swim checks, and you can move at half your land speed. You'd still have to hold your breath, of course. I'm inclined to add 20 additional feet of travel for those walking on the bottom, for a total of 80.
Personally, those who're swimming at the water's surface are only treated as prone for the purposes of ranged attacks from land. Those who're swimming underwater get improved cover and partial concealment. Those who're walking on the bottom get total cover and full concealment. That's a homebrew thing.

It's not terrible if the Ogres see us go into the waterfall. They can't fit in the caves. Maybe they'll send some goblins into the cave, but that's OK as we won't have to fight goblins and ogres at the same time. And once in the caves we can access the secret doors. I'd rather we all make a run for it and give up on stealth
alternatively we could split the party (ughh) and try to continue sneaking for those still stealthed.

Cleo quickly yanks the short spear out of Jakardros' thigh, quickly staunching the wound with her healing magic. The rest of the group races headlong for the water, throwing themselves into the drink before more spears start raining down. The only one who isn't in the water yet is Cleo, as even Jakardros limps his way into the drink.
Cleo only gets a move action after healing Jakardros, so she's stuck at the edge of the water. For everyone else (except Furnok/Bacon), please let me know a few things:
1. Are you swimming on the surface, underwater, or are you sinking to the bottom?
2. After 20 feet of land movement, how far can you move in the remainder of a round? This will require a swim check DC10 if you're not intentionally sinking to the bottom.
Meanwhile, Furnok and Bacon start sprinting towards the Fort, eager to rejoin their teammates (and not die to ambushing tentamorts).

if you'll allow a minor retcon As Wabbit sprints towards the water he notices Cleo lagging far behind after administering some healing.... And as much as Wabbit LOVES winning races, he loves his cousin more.

I wonder if Ogres can skip goblins across the water like skipping stones. Maybe giants.

I'll just assume everyone else is just swimming/running
Cleo bellyflops into the creek, though she immediately starts swimming under the waves at a decent pace. Kemras, Jakardros, and Aggah all make progress, but Kaven begins sinking so far below the surface that it becomes very difficult to spot the Varisian.
As Furnok and Bacon race to edge of the creek, two short spears fly towards Wabbit. The Ogres laugh and joke with each other as they point to Wabbit, before taking out another round of spears and tossing them as well. Not surprisingly, Wabbit is not caught flat footed like Jakardros was, and easily dodges the spears flying towards him from a hundred feet away.
Kemras and Aggah are only a short ways from the waterfall, but at that moment, the Fort's gate opens. A troop of northern goblins emerge from the partially open gate, armed with slings. In mere moments, a hail of sling stones will fall upon anyone above water.

Jakardros is the first to break water and stand up under the waterfall, and he sees a short climb, about 15 feet up the sheer cliff into a hidden cave entrance. Though Aggah is smart enough to swim under the water, the same cannot be said for Bacon. Though he dutifully leaps into the water after Furnok, the boar believes that paddling at the surface is much better. As a result, four short spears splash in his general area, but each one misses. Then, the goblins rush over and launch sling stones at the poar boar. However, Bacon's natural armour is far too thick for their little stones, very few manage to leave a mark.
Bacon takes 5 damage.

Cleo and Wabbit continue to struggle against the creek, now falling in the back of the group. Meanwhile, Kemras, Aggah, Furnok, and Bacon all reach the waterfall. As they look up, they see Jakardros climbing up the slippery slope, and he's about half way to what they can now see to be a cave 15 feet up. The cliff is slick with water and algae, making the climb very difficult, and the sharp rocks at the bottom make falls all the more dangerous. As they look at the rocks, they see Kaven slowly trekking across the bottom of the creek. He's about to reach the surface.
As Cleo struggles underwater, two short spears plop into the creek alongside her. Meanwhile, the troop of goblins move along the shore, and launch more slingstones at the entire group.

After gasping a breath of air, Kemras winces as the slingstones sting and bruise his flesh. Looking up the waterfall, he grimaces. "Time to try my best, I suppose..." He chants calmly, calling upon the ancestral magic of his human and elven heritages. With the powerful potential of his ancestors filling him, he clambers up the waterfall with astonishing quickness.
Casting paragon surge to get the feat Sure Grasp. He also gets +2 to both Dex and Int.

Jakardros scrambles up the remainder of the cliffside. He drops his backpack in the cave, ready to retrieve a rope for his allies. "Rope comin down in just a moment!" He yells. Kaven crawls out of the water, but he seems quite nervous about the goblins nearby. With him emerges Wabbit, but his cousin Cleo can't even be seen in the water. Bacon leaps back in to find her. He swims almost the entire way back, before spotting Cleo's red hair at the bottom.
The funny thing is, Cleo, is that now that you're at the bottom, you can just walk at half speed without swim checks.
Kemras casts a spell on himself to become a talented climber, and sure enough, it makes the difference. That being said, the rabble of goblins gets closer, and continues raining down tons of sling stones, pelting almost everyone. Kemras gets smacked in the back, and even with his spell, fumbles with his grip. Fortunately, he was barely 5 feet up to begin with, and lands on his feet.
Furnok and Kemras each take 6 damage
Just as Kaven's feet touch the group, Jakardros tosses down the end of a unknotted rope. "Climb up!" He yells.
DC for climbing the cliff is now a DC10. You climb at quarter speed, but with a -5 penalty, you can climb at half speed instead.

Kemras hesitates a moment before grabbing ahold of the rope. I'll be of more use at the top of the cliff, shooting arrows. Unfortunately, his wet hands cannot grasp the rope effectively. "Oh, for the love of the gods..."

Furnok strides forwards, immediately squishing a goblin under his lucerne hammer. Though Kemras gets hasty and fails to get a good footing, Kaven takes the initiative. With derring do, he leaps onto the cliff and grabs the rope, hauling himself up incrementally.
Down below, Cleo uses the weight of her armour to walk at the bottom of the creek, just like how Aldern used to wade through the bottom of the river when he went to murder in Sandpoint. However, Cleo has limited time to hold her breath, and the silt being kicked up due to the waterfall makes it very difficult to see. Thankfully, Bacon the boar rushes to her rescue, pushing her in the direction Furnok must be.

With how close they are in proximity, Wabbit sees Bacon swimming underwater, but with scarlet red hair over his head.
Meanwhile, the goblins swarm over Furnok like a tidal wave, slashing at him with their little dogslicers. Furnok reacts by bludgeoning two more goblins into the dirt, but he gets shanked multiple times by the little cretins.

On the other side of the creek, a small group of Ogres emerge. Some of them carry javelins and clubs, while two others have bows.
With only Kaven on the rope, Jakardros easily hauls him up the rest of the way. He then drops one end of the rope down for the others.
