As far as Yellow's general attitude and actions, they'll largely be molded by three of his flaws - Curiosity, Sensation Junkie, and Babbling Brook - combined with his average Willpower (5), low Intelligence and Perception (both 1) and high Wits (4). Also worth mentioning is his Arcane 5.
He's very curious, easily fascinated, and just as easily distracted. He's drawn to participate in anything new and exciting. He also has no filter between his brain and his mouth, constantly speaking in stream of consciousness self-narration. Once he's actively involved with someone or something, he becomes a bit oblivious to anything else unless it forcibly intrudes into his awareness. He does not rely on logic or memory, instead acting on impulse and intuition. His Arcane 5 functionally allows him to go unnoticed by most people while he blunders around as he pleases, talking to himself, and to be mostly forgotten by those few who do pay him heed (save for his yellow eyes - another flaw.)
At the moment he's more than happy to follow Ceridwyn wherever she leads and talk at/with her :)

What does Ceridwyn know about how the Overseers operate? I ask only because I'm trying to consider a course out of the Waterfront, back to a cab, etc. Would she expect there to be more than just this one Overseer? Would they have the whole district (or block or whatever) locked down? I know that the Overseers "work alongside" the Watch, so would staffers at the Walls of Light, bridges, or other boundaries be looking for her/Yellow now (maybe not by name, but by description)? Or, doesn't she know any of this?

I ask because I'd like Ceridwyn to go somewhere to chat with Yellow---she's not just going to take this dude back to her house without checking him out a little. My idea is some sort of relatively busy tavern or market: public but admitting of a private conversation. I don't know (but hopefully Ceridwyn does! perhaps after a roll) whether this side of the river is the place for that...or if she still needs to worry about Overseers on her/his tail, and so on.
If I'm the only one who cares about any of these topics, then simply fast-forward us to the table of a tavern or the corner of a street market.

Overseers are elite, they are rarely seen out and about. They deal primarily with anything that is considered supernatural, or heretical.

Since that single Overseer is Ceridwyn's only worry, I'm happy for Yellow to gameplay the Old Waterfront as much as is desired, then off to the pub.
I'm fine with the GM fast-forwarding us to the Pub (or right into another situation!) whenever it's time. If, instead, we should gameplay ourselves through the cab ride, etc.; simply let me know.

Mark's informed me that your Perception + Awareness roll was to notice Yellow's "Arcane" Background ability, which he possesses at the maximum of 5 dots. You can read it's effects in the rule book, not sure of the page reference, but it's in the backgrounds section. Rules-wise Arcane is it's own thing - it's not defined by a breakdown of Spheres (as a specific but widely applied effect it would be somewhat laborious to do so.)
I've posted in gameplay to briefly describe the general effects of this, but leave it to you to describe how Ceridwyn perceives/interprets the magical nature of it. To her it is obvious that it's a constant magical effect.

I'll assume that Ceridwyn does not respond the same way as other folks---that is, she can remember/notice Yellow at will. If this is not the case (or if I need to make periodic perception checks), let me know.

I believe we're going with the idea that Ceridwyn is immune to the effect. This gives Yellow additional incentive to associate with her and overall makes gameplay easier. Whether her immunity and possible reasons for it will develop into a larger plot point of its own I leave to our illustrious GM.

Hey. Sorry. Yes, I think that maybe an aside for Yellow is a good idea. I'll probably be down for another two weeks.
The good news is that I'm busy because my job search is going well. I was in Arizona for three days (with a ton of prep work beforehand) and I just got invited out to Massachusetts for three days next week (with more prep before that).
In between those two applications, the writer that I worked with on Travelers called me to work on a script that he is pitching this week, so my free time went into that for a couple of days.
My actual job is busy, too, but that is true for us all.
So---yes---if you guys can be productive without me for another couple of weeks, then please do so. I'm not at all abandoning this campaign or this character. I'm actually getting really invested in it.
If I do get a new job and so am a lame duck for the rest of my contract here, I'll be writing fiction full-time; so we are investing in the future!

I finally found some time to check in...and I see that you all got back on today, too. Synchronicity!
For me: no joy on either the new jobs or the new script, but I made some money by them reimbursing me in USD for my CAD expenditures on all of the travel.
I've still got my old job, my grades are submitted for the Spring term, my in-laws just left, and tomorrow's my birthday.
Please, please, please carry on with this Yellow-only story you just started. I appreciate your patience while I was down and I want you to see your plans through on this tangent. Besides, I need to warm back up and settle into the summer schedule with the family. Of course, I am very happy to jump back in whenever you want me---ping me on gmail if I'm not responding here.
