Ardax Whitehair is the currently leader of most of the Orcs within Belkzen, having united them to push back the Whispering Tyrant's armies, and is the former right hand of Grask Uldeth, and current lord of Urgir.
He is middle-aged, a vicious combatant, and has been seen speaking with Sorshen and seeking alliances with the likes of Azaershi, and the Knights of Lastwall.

The question was what organizations answered and by extension what player character options would be included, not which were asked or who by (because, as you say, these are already stated in other books). And it's Azaersi.

In addition, the Pathfinder Society more than likely. The organization has a relationship with the orcs in the region dating back at least to Season 8 of PFS(1).

I'm thinking that there will be representation from the Pathfinder Society and the Knights of Lastwall, and possibly the Magaambya. The Firebrands and Hellknights wouldn't be too much of a surprise. For nations, Oprak and New Eurythnia are basically guaranteed, and I think that a surprise emissary from Highhelm might also show up. Said emissary might be carrying a most unusual message from a king long dead...

It would be very cool to have a list of possible representatives, with the idea that the GM selects who shows up based on what kind of characters the players bring, choosing people that could align with and know the PCs already or be a foil to others.
I would not be surprised to see that in the Player's Guide.
