It isn't your fault, but thank you. We're supposed to get four more people on Monday! Which is my day off, but the extra help should really allow me more time to dedicate to my family and my games! So that we can get this resolved as quickly as possible.
Yeah I am too... I spent time rewriting it so that it read easy, didn't sound too abrasive, and got the point across as easily as Cleo could. Honestly this is one of the few games I've put so much work into. But then again conflict tends to make more work as well as more story so... I'm not surprised...

I sent GM a note for clarification on a question.
Prior to Cleo's post she had asked for a ruling on how to play things which if one was made I don't know what it was. So I don't want to just respond without understanding the expectations.
I was surprised that things continued in gameplay without the Wish Solution happening.

The next day when Cleonora saw Sulvanii she gave him and half smile and accepted the flower. "I'm sorry, about last night..." Cleonora told him. "I just didn't want to say something to you I couldn't take back..."
I believe we have agreed on the wish solution. But Cleo needs to talk to Sulvanii to see if it is even possible, at least what she is thinking, and if she can even ask for it. Which I plan to do after the meeting in game.

The meal was a simple nice fish sandwich with a small salad. Cleonora also put the flowers he gave her in a different vase and asked the woman who dropped off their meal to put in it for her. Then she sat down at the meeting table and looked to Sulvanii. "So, where would you like to start?" She asked.

"You think I got upset because you helped him?" Cleonora asked with a raised "No, that isn't what I was upset with. As I did hope he at least had asked for it, but you planned to tether him to me, without telling me. When he offered protect, I figured he meant as a body guard. And the few questions I got in before hand, well let's just say none of his answers explained the tether." Cleonora pointed out. "I'm upset, because I bound a man to me! Without even knowing it! Now I'm just to cast him aside?!"

This situation is not getting better its getting far far worse as far as these two characters working together.
Honestly if only the wisher is supposed to remember things it might be better for all the players to be working to not act as if they don't remember. To keep the dynamic on the same page.

The Crux of the issues was that Liz chose to attack and steal instead of ask. So literally changing that one thing, would save all our problems. So I would argue the wish should be made by a neutral third party. Like Stalker.
Though I'm super curious as to why she went after Cleo who declined, when Selena agreed and either of them would have worked for it.

Just saying." She added as she held up one hand to stop him from saying anything about it. "Don't. It's an opinion, which you'll ignore anyways, so just save us the following back and forth."

If I had to make a guess. GM checked his notes and realized that Selena could work even though at that time it wasn't on his mind.

It is the end of the year for us, so I am having to do personnel reviews, finish up end of the year deliverables, and yesterday, as well as today, I am helping my wife learn how to upgrade our authentication system from a very well known but complex IT vendor.

Not always, just now.
If any PC remembers this the point become moot. For they will always remember what happened. Also Saren isn't a neutral party. It really needs to be a neutral party. Stalker has strong ties to the party and council, but supported Cleo enough that she'd accept him doing it.
Possibly. That is the most likely at this very moment. But it is a glaring hole at the moment...

The problem is Quince won't kill you. It would be so much simpler.
Quince doesn't have a menacing bone in his body. Hell it would be simpler to just have Cleo kill Liz in her sleep, hide her bones in the lake, and leave a note that she left. Because no one but me and the GM would even know! XD
(This is a joke, I'm making a joke)In all seriousness I'd of just told the players not to get attached the moment I found out the players where not able to solve it themselves and removed the problematic NPC from play. I've actually had to do it before when I GMed a roll20 game...

The problem isn't the NPC though.
I could be wrong but the problem as I see it is how Quince and Cleo view the law.
Quince sees the law as a tool to be used to get the best result for people involved. He wants good results. There are of course limits to mercy.
Cleo as you have said is judge dread the law and the law alone is the consideration.
If we can find away to balance that perspective in a single story it would be a great commentary on Justice, Mercy and the Law.

It is, but not in the way you're think. Let me explain. You are completely correct that the ideals of the law between Quince and Cleonora are what is driving the problem forward. But their argument is over Liz, the NPC. No NPC, no argument.
This battle of their views on how the law should work would be an amazing commentary! But I feel in order to do something like that both Cleo and Quince need a deeper and better understanding of each other and a stable balance of trust. Which they just didn't get the time to build. And it's hard to build that with each side believe the other to be unreasonable. I really wish this story plot had just happened a little later in game, after a baseline could have been established.

Yes that is the substantial cause of this disagreement.
Wasn't that the same reason they disagreed about Selena?
Cleo: Don't do this you don't want to make Slavery legal its a bad idea.
Quince: Of course slavery is bad. This is different because magic and the alternative is that the person will become a monster.

It was very much in the same vein! And I'll also point out that you all completely ignored that she was very willing to kill someone for using mind controlling magic. She would have followed through if wasn't for the fact it became know that it was actually the intelligent item. So as it has actually intelligence, the item becomes at fault. Which is why she would have taken great pleasure in destroying it.
And she was also annoyed that Quince believed this was the only way. Cleo believed that through some research that there could be another way, however Selena didn't want it! That was her choice. Magical or not, it is slavery, which Quince has approved instead of being like, No I'm not having any form of slavery in my kingdom, I suggest you look elsewhere. Which is what Cleo saw as the logical thing. Because now you've opened the door to other magical slaves.
But I had hoped that, specifically that interaction, would have sparked a "You know I think we need to talk" from the group or at least one PC. But... That didn't happen... So here we are. Back at square one...

Quince very much agreed that finding out more information to eventually break the enchantment would have been the best plan. That was how the matter was left. Save that in the meantime Stalker would where the ring.
Selena then objected to even the attempt to break the enchantment.
LOL I think the Liz situation progress on it. That and Selena seems satisfied that Stalker has the band.

It was her unwillingness to be removed from the bracelet's control and thus freed which made Cleo go, oh then this is just a dead end and she should leave.
It's a similar situation, but instead of being an hey this seems familiar how did I deal with this last time. It's just butting heads. If any of the PCs had come to talk about what happened after Selena the baseline that we're missing could have been built. Making the later situation with Liz to taken in a better direction. But, it wasn't. Instead it went into honesty hour for the council and a bit of small talk for setting up some character progression for Cleo and Sulvanii, though in the discussion threat there was also Katrina starting their friendship and the only character to talk about the situation after it happened, towards each other I mean. Then we went right into the Liz situation.

Well great stories have different ideas that are presented with good arguments and differences.
I mean take Captain America Civil War. The ideological difference was never resolved rather they learned that they were being divided by someone.
In the case of Selena the issue was agreed that they would work to break the enchantment. I think if they took up the conversation again they would work together. But a new situation came up.
It just so happens that the new situation turned on similar reasoning.
I don't want you to feel like Cleo is impossible to go forward. Especially if out of character your own reasoning and insights would push a different character toward a path that ran against the reasoning that we have shown.

Yes but Captain America: Civil War has a base for all of the characters. They went through multiple movies building friendships, understandings, and found that they shared a great deal of common ground. We don't have that. Nor is there a third party manipulating the group. Unless the GM wants to turn Liz into a villian. Which I mean her introduction was definitely one! XD
The problem is, that Cleo never agreed to break the enchantment. Because Selena didn't want that and it was her choice. Which Cleo would honor, even if she didn't agree with it. If Quince had come to her about the enchantment she'd give him a look of "Boy what ya talkin' about?" Then explained that unless Selena agreed to it she wouldn't put the effort in, because it would come to nothing.
Yes this situation has parallels but you don't have a connection that could wear down Cleo. You tried logic but your logic actually lead to the information that it was all Liz's fault to begin with. It's kinda like Cap's fight with Tony over Bucky.
