A suspicious mind is a healthy one youngster, our mutual "acquaintance" is a fat man who is a drug addict... Never could understand the man's liking for the stuff, if you want to get drunk Malt Whiskey is infinitely superior. I was in my younger years a professional Wandslinger, learned by craft from a Cyran Wandslinger who evaded conscription in the Cyran army and went to hide out in Stormreach.
My life was fairly normal for your "average" Wandslinger, I fought thugs, bandits, thieves, Drow and even a few giants. Meanwhile I was spending almost all the money I acquired to buy new Wands or replenish old ones, get laid by some of the worst and finest prostitutes in Stormreach and drink myself to death which I admit is still one of my favorite hobbies. Then this mark on my neck manifested itself two years ago and the Stormlords contracted me to take out the Kobold Cartel which I did with explosive panache...
After that I busted a ring of Sarlona mindthieves and negotiated on behalf of my House during a particularly bloody feud with House Denieth over contracting rights... Now I sell my services to the highest bidder, that bidder for now is Ressir.

Xov places his bag in his room, then dons his Sleeves of Many Garments. His clothing transforms into a fine Brelish outfit, with silk gloves and robes.
He waits a few yards behind Ebran, gazing around at the scene, and listening.

Not a high enough sense motives to notice the second one.
That sounds like a lot of stories for a Citadel agent to spin...it sounds truthful though. But...mercenary? I would have thought the Citadel would have better than that.
For now though he was willing to accept that this person was who he said he was. He looked around the rest of the airship, for anything out of the ordinary.
Also, since Xov has constant Detect Magic, does he notice anything on Thrask or anyone else?

"Hmm, you just seem awfully familiar for a person I just met," Ebran says, looking at the new face. "I'm sure you know I've got my eye on you. We've gotten our share of kooks from this man you say you know. You'll have to prove yourself a sight more useful than your words profess."
With that, Ebran pushes off the rail and briefly glances at the others before turning and walking towards the gangplank. "Where's Danir?" he asks.

Danir arrives in a stylish courtier's outfit- a sky blue shirt and dark dress pants, high boots of polished leather so shiny you can almost see your reflection in them, and a midnight blue cloak draped over his shoulders. He also wears his signet ring (charged through Spell Storing Item infusion with Shocking Grasp spell- lasts 4 hours or until spell used).

Noting that Ebran was planning on bringing arms with him, Danir decided that in addition to his infused ring he would also wear his dagger to the party, just in case.

It's okay. It was my suggestion that he'd go all out in impersonating being a member of a Dragonmarked house. I figure I'll let him play his game for a while, and then someone will eventually find out.
This is how it happens in the real world. You can fool a lot of people that you are something, or you can do something; but eventually the truth does come out and catches up to you. So, let him play his game as a player. Your character, however, has the right to disbelieve him and to out him.
But if you do it now, no one will believe your character. So let him dig his own pit.

Perhaps I was confused by what you meant by Wandslinger, but your backstory still has a huge hole in it- no member of House Cannith would ever need to flee Cyre to avoid conscription- all Dragonmark House members are immune to conscription into national militaries. The Korth Edicts actually forbid house members from holding military or noble rank while part of their house- this is the reason why Danir left the house originally, so that he could join the Cyran military.
Danir might not be able to prove that Thrask is not a Wandslinger but he can certainly point out that the man's whole history revolves around a blatant fallacy. But really, if Thrask wants to make such claims, Danir is simply going to make sure he doesn't get caught up into any of the mercenary's lies or be held as accountable for any crimes he may commit.

The backstory said he was Cyran...it said nothing about "House Cannith". House Cannith may have the majority of magical item makers in the world but by no means would it have a total and complete monopoly. Black marketeers and crafters of magic items will always exist, especially in Xen'drik. Think about it, every nation would have there own artificers who owed their loyalty to only that Nation... Xov's mistrust of the Houses isn't exclusive to him.

"Well its been a while since I've been to something like this," Danir thinks to himself as he prepares to disembark at Skyway. "Hopefully this party will go better than that one..."
Danir is momentarily taken back into the past as he remembers the last time he saw his parents- his mother's slap was a fresh wound across his cheek, her response to his declaration that he was refusing a house contract to work on Thrane warforged, that he was instead going to join the Cyran military so that he could defend his homeland.
It was the last time he saw his parents, within 6 months he would be taken captive by Brelish forces, and after their deaths on the day of Mourning he would never be able to tell them he was sorry, to tell them how much he loved and missed them. He wished again that his last words with them had not been so angry, so vicious.
It was his greatest regret, and the reason he was part of this madness- to rebuild his place in the house (if he could) to honor his parents' wishes, and so that he could acquire the skills and resources necessary to someday go home to Eston, to see if he could find his parents and give them a proper burial.

Xov looked at his surroundings. He was careful to stand a fair distance away from Thrask, for if that creature's crime was exposed, he did not want to become collateral damage.
He recalled the last time he had been present at such a House gathering. It was more than a quarter century ago, when he had been investigating happenings in House Phiarlan, shortly before the house was torn apart.
Hopefully today would go better.
