Yes. The aquatic races are an integral part of Golarion's history, and they play an incredibly important part in the world. We're not quite ready to reveal all the details on that yet, though.
Well I do know one particular Pathfinder story...
"It all began when some grumpy rune mages were looking for leverage over their king...and along came an Aboleth..."
It doesn't, perchance, involve some aquatic fey that will often pull under and drown sailors or whoever falls into "their" water, to make sure the Sea gets its due?
If not: Why not?
