A few comments:
A). Contest is fairly well stacked against mage. (Level 10 vs Level 11). No crafting. Ought to let regular crafting rules apply, and to do the fight 3 times at level 10, 3 times at level 11.
B). Diviners need to remember their spell slot restrictions (ie, one slot reserved for divination spells.

Huh? All mages are 10th level. Diviners, as well as any other wizards, have to list all spells in all slots, and must show what's in their books and how they paid for them with RAW magic rules. If they have a familiar, it doesn't matter much, but if they have a bonded object, they can cast any spell they know, once, in this fight.
We should clarify how many spells a wizard can have, before spending cash to pad their spellbook. For the sake of brevity, there should be a hard limit. Bonded items are particularly attractive in this little exercise.

The rules already say how many spells a wizard can have before spending money. It is 2 per level except for what they get at first level.
I would just make them buy the scrolls, and pay for inscribing it into the spellbook. I think that is what you said the rule was anyway though.
I am not a fan of cp's suggestions if it matters.

Wizards gain spells at odd levels, sorcs at even. By choosing 10th level you skew the curve by choosing a level at which sorcs are more competitive.
The RAW have rules for how many spells a wizard get for free. However, most of the time wizards can exchange spells with other wizards at no cost other than inking.
If you are truly going to try and make this a valid design exercise (who can design the best caster), there is no reason to remove the craft feats. You might as well say that the fight occurs in an antimagic shell. Wizards get a couple additional feats, and so can accomodate crafting somewhat easier than sorcs.
Its not as if crafting math is complicated....

By choosing even levels it makes it so that both casters have access to the same spells.
Most wizards will charge you to copy spells in most people's games. They don't give them out for free.
The craft feats basically give one class more money because that class has more feats. Who has more feats is not a determinator in who can build a better caster. It just determines who has a bigger headstart. Not allowing crafting feats makes that headstart less obvious.
