I am pretty sure I know the answer to this is know, but here is my situation.
Playing a gnomish kineticist with 5 str, my light encumbrance max is 12 lbs. Armor and weapons weigh 1/2 the base for small characters. Some mundane equipment; clothing, backpacks, rations, weigh 1/4 base for small characters. Logically a cloak of resistance for a small character should weigh 1/4lbs for a small character just as a mundane cloak would. However I am unable to find any mention of this for enchanted equipment, which would lead to the answer of 'no' in Pathfinder Society.
With a small character with 5 str and 12 max light encumbrance, my studded leather armor weights 10lbs, leaving me lbs for everything else, obviously very restrictive since ,y beat of com weighs one pound and my cloak of resistance weighs one pound.
My question is, does anyone know of a forum post, faq, or other ruling I was unable to find that adjusts the weight of wondrous items for small characters?

Nope. Weighs the same for everyone.
I would consider the trait from the pathfinder society primer (muscle of the society) that increases your strength score by 2 for carrying capacity purposes. You can also get Darkleaf studded leather armor for half the weight of your other armor, that will shave off a few pounds.

I am planing on eventually getting celestial armor to cover all the Dex I will have in the future. At which point I will be back to the same issue. 10lbs for the armor, 1 lbs for my belt, 1 lbs for my pathfinder pouch. I was hoping to get by with keeping the str penalty as a quirk of the character without causing serious harm to playability, but I am starting to think that will not be an option. I am just leveling to 5 now and my feats are already called for, so the trait is out, though I appreciate you pointing it out, I was not familiar with that one.

I am aware of all of the ways to increase my carry weight, the trait I was not, mule back cords, wand of ant haul, belt/Ioun stone of strength... But for character fluff reasons only. I was hoping the weight changes for a small characters would be a thing. I could wear my armor, belt, cloak, headband, gloves, pathfinder pouch, bracers, boots and peasant clothing, that would put me at 12 of 12lbs limit. It is not a rule though, unfortunately.
There is something I enjoy about asking how much a pamphlet of papers weigh, then stating it is entirely too heavy while still standing toe to toe with an Orc hitting it for 1d8+14

I found the answer, it was so simple I did not notice it.
Celestial chain armor is 9 ac @ 10 lbs for 22,400gp allowing +8 Dex to armor. +5 Mithril chain shirt is 9 ac @ 6.25 lbs for 25,000 9 ac and grows with me) allowing +6 to ac, but won't force me to medium encumbrance.
Medium load with celestial would put me at max +3 Dex, light load with Mithril chain at max +6 Dex. Simpler is better!

When an article of magic clothing or jewelry is discovered, most of the time size shouldn't be an issue. Many magic garments are made to be easily adjustable, or they adjust themselves magically to the wearer. Size should not keep characters of various kinds from using magic items.There may be rare exceptions, especially with race-specific items.
Armor and Weapon Sizes: Armor and weapons that are found at random have a 30% chance of being Small (01–30), a 60% chance of being Medium (31–90), and a 10% chance of being any other size (91–100).
So I would assume that weight will also change accordingly.

You may want to also pair that with the footnote in the Core Rulebook on page 159. Certain types of items made for small characters change in weight, but not everything. I'd definitely put forth an argument for a weight change for anything marked with the footnote.
