If you're in a place where it might happen normally - it's a fantasy setting, there might be such a place - control weather should be able to do it.
If the effect is just fluff then it might be a side effect of storm of vengeance.
Waves of blood definitely isn't rain but does suggest a sickening effect if you're going to homebrew something.

If you want the real thing, it's spell research time. As a GM I'd basically reflavor Stinking Cloud.

Curse Terrain would probably be good for this.
It doesn't actually matter what the curse is, the blood rain is simply how you describe the curse; the blood rain is the fluff effect.

Ravenloft had a thing for making every scary spell Necromancy and this was no exception but I felt that Conjuration was more appropriate.
