Wand of Scorching Ray was given to player. 12 charges remain.

Player cast it and uses one charge.

Player asked what caster level it was created at and assumed that if it isnt specified there is no reason not to say the highest and so use 3 rays per charge....

Acceptable?

(I know that when purchasing a wand they are assumed to be set at the lowest, but this is in a hoard and so is considered more valuable.)

it cost SIGNIFICANTLY more to make a higher caster level wand

normally a wand with 12 charges of scorching ray has a value of 1040 gp

a CL 11 wand is valued at 3960 gp, almost 4x the value

just keep that in mind, and its as balanced as anything else in this game

Since this is in the Rules forum the answer is no, it is not acceptable. It is cheating.

ALL wands are specified as minimum level unless OTHERWISE stated.

The rule is unless you tell them when they get it that it is a higher level and have paid for that in the loot adjustment accordingly, then the wand is at minimum caster level.

Your players assumption is dead wrong. The base rules cover exactly this issue.

While I think Gilfalas’s response is overly confrontational, the answer is that it is the minimum caster level unless the GM decides otherwise.

I always use Major creation on brass coins to pay for them anyway....

In hindsight, after rereading my response, you are correct. I apologize for my overly harsh tone.

it's true that most generic purchased items are priced at minimum level for whatever it is. That doesn't mean you have to only put items that are crafted at minimal level or lower level. see Belafon's post.
Generally if your party is 10th level then a wand of a 5th level spell at 9th caster level with 12 charges is about right for a nice item. It's something the party Wizard could make so it saves time and money. Choose a spell that the crafter would put in a wand as it is useful or that the ex-owner would have purchased and used, don't roll randomly.
If the PCs got a spellcaster's lair/hoard... please put in some spellbooks, some esoteric books, Chronicles, and Alchemical Reagents.

Why do people always ignore the spell level limit on items?

We're in the 'Rules' forum, so probably shouldn't be giving non-rules advice.

And, from your earlier post, no, the party wizard couldn't make it. You seem to be aware of this.
