When I reported Q3 it came back as repeatable. :-(
Same here, in fact, it seems all the reporting I have done lately the mod claims when I report it that it is "repeatable" and you will get credit for each time you report it, weather this is true or not. (Specifically 1-02 Mosquito Witch, and 1-00 Origins of the Open Road for sure both said this when I reported them.

Official? The official answer is in each scenario or quest. The scenarios and quests contain a section called “Tags” on the table of contents page and if the word “Repeatable” is there, it’s Repeatable and if it’s not there it’s not Repeatable. What the reporting widget spits out when you report something doesn’t override that.

Any official answer?
Is that correct that only Quests ##1,4,9 are Repeatable (then reporting website is not correct) - and what logic behind that, why not make all quests evergreen?
Because they made the decision to make only a specific number of quests repeatable.
Quests are so short that it is difficult to provide variability to the Quest and still keep it to the number of pages that Quest should be. It is difficult to do this for a full adventure!

Starting with the upcoming second season, quests will be phased out and replaced by "bounties". Those will be similarly short adventures, but with less society tie-in (no VC briefing, no school items, etc.) They are all planned to be repeatable, however, at least for this season they'll all only be playable with level 1 characters (higher level bounties are apparently planned for future seasons)

We've got three classifications in the reporting system: Replayable, Not Replayable, and Consumes Replay. Any scenario with the repeatable tag is coded replayable. Anything you can only get credit for once and replays don't work on (APs and some modules) would get the tag Not Repeatable. Anything not in these two categories gets the Consumes Replay tag.
This helps us future proof the reporting system against a day in which we introduce replays into PFS2 (SFS is in a quasi-tracking with this system, as it was built after we launched SFS. We are looking to go back and adjust the categories, but that is a not today task and would happen at the same time we moved from replays via paper boons to replays tracked online.)
It also means GMs can get full credit each time they run, without the error messages that haunted the PFS1 reporting.

Thank you.
About PF2 quests: is that correct that in PDFs only 1,4 and 9 have Repeatable tag - and all PF2 quests are repeatable in reporting website?
About errors in PFS reporting: I`ve reported 5 sessions of PF2 quests mentioned on Sessions page, but zero tables of credit for PFS2 on GM\Event coordinator page - is that correct?
