Haste is an obvious answer, and a go to spell for support characters. Clerics can get Blessing of Fervor, which can do the same thing.
There are other spells that give actions or move other characters (which can amount to the same thing) but I don't know if you can create a whole build focused on them.
If you are into third party, the Path of War supplement has ways to achieve this goal though, the Golden Lion discipline is pretty focused on that.

Welp, if we're talking low-scale then Improved Feint Partners + AoE feinting with Equipment Trick: Cloak works pretty good to give out AoOs.
A lv 11 Constable Cavalier can use their Standard action to give an ally "a single move or standard action", which in return dazes the ally for 1 round.
Find a way to ignore the dazed condition (Padma Blossom works), and your team spellcaster could throw out another spell per turn.
And in a gestalt game, a Monk of the Four Winds/Constable Cavalier character could give out three standard actions in one turn.

There's a lot of specific actions that xan be granted like AoOs.
I built a Cavalier centered around taking attacks, and when they did allies generally got free attacks through Archon Style. They also had the Act as One order ability at 15 which lets basically all allies move and attack for an immediate action.

In addition to the aforementioned options, a Cleric of the Luck domain has Bit of Luck, which accomplishes the same thing: you give up your Standard Action to give someone else advantage on all D20 rolls.
Furthermore, trips you dole out with your reach weapon give other PCs an AoO when that foe stands up. That's another way to give actions to your allies. A PC able to share Teamwork Feats, such as Paired opportunists, can give allies many extra attacks, especially if they also generate AoOs. This works especially well if the group discusses it in advance and plans for it. I've seena single PC with Greater Trip, who also shared Paired Opportunists, routinely generate 5+ AoOs every round for allies. That's comparable in effect to an always-on Haste spell that stacks with Haste.
It's not really possible to build around the concept of boosting your team's action economy, but it's totally a thing that capable support PCs already do. E.g. Even bardic Inspire Courage (also available from a Cleric) increases your team's effective action economy by helping allies to hit with attacks which would otherwise miss.

I had a Monk Master of Many Styles who had Snake Fang, which grants you an Attack of Opportunity whenever you are attacked an missed. She also took a level in Cavalier and the Paired Opportunist Feat, and the Tactician Class Ability, so whenever she was attacked and missed, everyone got attacks of opportunity.
You could similarly take Broken Wing Gambit and Tactician, so whenever any of you are attacked, all of you get attacks of opportunity.
Greater Bull Rush, Greater Reposition, and Greater Drag grant Attacks of Opportunity to Allies.
