A short Google/Wikipedia search away there are plenty of useful (I hesitate to use the word 'good') websites.
As for the medusa torture, I don't think they can turn people back to flesh that easily, so it seems like a difficult method of torture. I'd probably have them use their snakes to crawl over, bite, tear and nibble flesh off blindfolded characters. Not just pain but playing on the instinctual fear many creatures have of snakes.

Medusa cleric with stone to flesh and a hammer. That's cruel.
If you want torture, look up Roman torture techniques. They were very good at keeping their victims alive while doing things that make your skin crawl.
As a fellow gamemaster, please make sure your players are comfortable with that content. Some (okay, all) of it is truly disturbing.

ancient Chinese water drip torture( this one you will have to look up on)
bamboo impalement torture ( you would have to look this one up too, there are some images on deviantart. not linking any)
( great for any evil creature that lives over in Tian- xia)
blind folded Tickle Torture by goblins licking victim's souls of their and victim being told that it is a creature from the dark tapestry ( hey its supposed to be cheesy more than anything else, though you could use almost any creature and use and tell the line about it being from the tapestry ( great for evil beings that have a twisted sense of humor)
steam torture....( think being locked in a sauna for hours as the temp rises, though being striped of armor and bound to a stake over a fire with a big body length pot full of boiling water steam and boiling water against said character's blind folded body and clothing....
Goblins love fire so... they could use such method as could hobgoblins and a few others... including humans from cheliax...
hmmm lets see waht else.... better stop here.... might go and think of something more not desirably posted here.....

funny that you should go and mention that Yqatuba .....
giant hourglass big enough to fit 1 or 2 medium sized creatures/
the top side is filled with mice, rats, snakes, spiders or ants , really dont have to use scorpions.... you'd need to be around a desert/jungle for that.
even more psychological and torturous if said humanoid creatures were put it Sans everything....
know what bunt cake is? the cake with the whole in the middle?
dig a pit like that.10 ft diameter for where the captive is. 20 feet all around that and 15 ft deep put the pit. fill pit with spiders or snakes. or those animated undead hands..... though you could put zombies in it too....( hello people from geb)
there is also that enchanted hourglass thing too....

So you go out, kidnap a bunch of people, and when they wake up they find themselves locked into chairs around a gaming table. As they try to sort out where they are, you introduce yourself as the dungeon master and make them play for their lives.
...
Wait, we meant in game? S@#$. Uh, the Drow from 3.5 were pretty good at being over the top evil. Steal a couple of their Lloth ideas?

snipped
Wait you mean we should do something like that in game??
Shrouded, you ARE EVIL!!!!So have fictional novel staring "The Night Dragons" Adventuring company set in Taldor( or area of choice) 450 years ago( or any place in time.
So you go and capture x amount of people you want in said company. lock them in chairs around a table with an emblem of Night Dragons( can be anything, from a shield with a broken wine bottle to a knight riding a dragon in the moon light). A masked individual comes and introduces himself or herself as the Dungeon MAster. had him/her raise book over head opening it stating<" Now play for your lives".
Adventures of the Night Dragons Company. Vol. 1
magical artifact.
This mundane appearing tome has a barely noticeable magical aura.
Usage: Raise book overhead and open it stating "Now Play for your lives"
when activated group of people will be trapped inside the novel playing out the role of the Night Dragons adventuring company in their early days of their careers up to the end of the book. Upon reaching the end of the book, all prisoners will escape from the novel and may face off with the dungeon master.
on death: you can not die in the book. when character dies in the book and the others make it to the end, all characters are alive outside the book.
however: if TPK in the book, you start all over again... and keep going and going until you finish the book.
which can be torturous in its own right.( remembering thatyou died ...)
Rewards for completion: whatever you pick up along the way in the novel, you keep when you escape. ( full sets of +2 gear)
vol 2 and up could be interesting though....
or have it as teh shining crusades or on the one of the Taldan expeditionary armies....

^Why go to all that trouble? Just make them listen to scratchy violins, screeching piccolos, and nauseating trumpets.

This is an arena of human endeavor with a tragically massive body of literature...
Both sad and true. Humanity has a strong disregard for the other members of the species when they are not on the same "team.". Entire generations have been lost.
And yes, I recognize Asmodeus is my forum avatar, there is some irony in me saying it is sad and true.
