Just for fun,
So you call a group of wolves a pack, and a group of crows a murder...
What would you call a group of air elementals? A dervish? A group of shadows? Other fantasy monster groups?

Bestiaries list collective nouns for every monster type (well, every that appears in groups) under Organization part of the statblock. Elementals, for example, form gangs (3-8).

A grumble of dwarves?
A parade of elves?
A banquet of halflings?
A snowflake of drow?
Perhaps a small group of halflings could be called a buffet... Thats what the dragons call em anyway.
A great deal of creatures in pathfinder bear similarities to existing animals, so you can use existing plurals for those, this yields us:
A cackle of gnolls,
A Glaring of catfolk
A swine of wearboars
A swarm of wererats
A colony of ratfolk
ETC.
A cycle of Samsarans
A cavil of Ganzi
A cropping of Ghorans
A circuit of Androids
A tide of Undines
An smoulder of Ifrits
A clean sweep of Oread
A zephyr of Sylphs
A bender of Sulis
A dimout of Wayang

or
A Bureaucracy of Devils.
To be honest, the decision on which to use is still in committee.

Someone just added an amendment to consider 'A Contract of Devils.'
I think a Contract of Devils should be any group of known devil worshipers, not an actual group of devils.
