Earn feats the way you might earn gold or items? No. Story feats change the bonus they grant once you attain some specific goal, but I'm pretty sure that's the closest there is.
I have played in campaigns where we had things like that, but it was purely house rules. Like we would get "achievements" for doing things like daring deeds or unexpected things and you could get bonuses depending on what it was.
For example the dual weapon rogue crit on every hit of a full attack and got the next step up in two weapon fighting though he didn't qualify yet (which actually gave him more offhand attacks than main hand).

Some GMs in our group do this for major story progression, though they typically rewarded flavour feats more than stuff for characters' main paths.
One strong example was Callous Casting being given to our cold-blooded blaster - story feats like Blessed and Nemesis have been given out, too.
It's been a real hit and I'd encourage GMs to give it a shot.
Oh yeah, story feats work really well with it. Like if you get kidnapped by the villain and then get the vengeance feat.
I've given out free teamwork feats to the entire party before.
Achievement feats also make sense to hand out.

Level advancement.
By leveling up or buying items which grant the effects of feats.
Some items grant feats (gloves of arrow snaring for example). They are pretty rare though.
