So, I am planning on a dex based monster of absurdity.
I am happy to dip for fun and profit. Plan a swashbuckling high dex character. I will go from 1st to 20th.
Please suggest feats, traits and any eq that fits best.
I am hoping for an annoying and insane combat beastie. I would prefer for something above and beyond just a boring combat monkey.

Tough to beat a swashtigator for dexy combat and utility.
You could also go fire bomber alchemist into master chemyst, but that would rely on the Agile AoMF.
Piranha goblin if you don't mind just being combat monster plus some skills. Un-rogue 3-4 for the 1.5xdex and 3-1 power attack bite, then mutagenic mauler brawler (or something else with flurry) and Feral Combat Training to flurry the bites (even if it's just a dip that'll give you iteratives eventually), snake fang and combat reflexes with brawling armor and a shield for reactive bites. Maybe some magus too for some arcane pool on the biting. Eat everything. (Yeah, that sounds good, unrogue4, monk2 or brawler2, magus the rest for eventual spell pouncing.)
Less complex but more bizarre for a goblin is the Un-rogue 3-4 with an elven branched spear for reach plus dexy damage, possibly into aberrant bloodrager from there to increase the reach.

Sohei and MoMS both alter bonus feats; Inspired and Mouser both replace bleeding wound. No go on either combo.
If you want a rapier master, multiclassing Inspired Blade 1, weapon master fighter 3, then either warpriest (choose its WFoc on your ranged weapon so it gets Sacred damage too) or investigator for the rest?
If you want to be in your dinner's space Mouser 1 then into the biting stuff would work too... If there's not enough str for PA, the biter could give up on 1.5dex on AoOs and use an agile AoMF, so go mouser 1 (bites are light b/p/s so its WFin should work), ranger or slayer 2 for PA, Monk (un? or sohei?) or brawler (mutagenic) 2 for flurry and snake feats, possibly weapon master fighter for weapon trainin and more feats, then magus (esoteric?) the rest to enchant the bite and give some spells, or stay Monk/brawler to improve the flurry..

Five Feats: Roll With It, Combat Reflexes, and the Panther Style chain.
Charge into battle, deliberately provoking AoOs as you go. Smack them when they attack you. If they hit you, go flying across the battlefield, provoking more AoOs and punishing anyone who dares to attack you. Next round, rinse and repeat.

Also, Tangle Feet + Vicious Stomp. As you move through Threatened Squares, you tie their shoelaces together or something. If they fall, you get an AoO from Vicious Stomp.
You are getting Panther Style. Get Snake Style too. If the AoO you finessed misses, then you get an Unarmed AoO yourself.
It would be a good idea to work in some Dirty Tricks or something and some Sneak Attack Damage, like with Ninja, Unchained Rogue, and/or Vivisectionist Alchemist.

Add in some barbarian for improved survivability and you're looking at a fun time.

Pure Kineticist Aether Earth Wood. Make sure to get stone shape and wood shape and become the ultimate goblin fortress builder so keep up those ranks in knowledge engineering. Dex to hit, con to damage and bugger anything else.
Pure fire kinetist with a rogue dip. Absurd sneak then set things on fire with extra sneak damage. Burning is the goblin way. Or go nuts with a fire whip swashbuckler.

Doesnt work. You can have one immediate action or swift action per round.

Since this was my 1st attempt at a character built around dipping classes I would love for some fresh eyes to take a look. OK, so I went with Inspired Blade Swashbuckler, Sohei Unchained Monk, Alchemist, Inquisitor and Duelist. Let me know if you spot anything to update or correct. I can't think of what I should add as the final feat, but I doubt it is a real concern since I don't expect to hit 19th level.
1 Swashbuckler 1 Deeds, Panache, Inspired Finesse Weapon Finesse and Weapon Focus Rapier) and Fencers Grace
2 Monk 1 Combat Reflexes, Flurry of Blows, Improved Unarmed Strike (1d4), Wis to AC, Devoted Guardian
3 Monk 2 Evasion, Dodge, and Mobility
4 Alchemist 1 Brew Potion, Alchemy, Throw Anything (get a Blinkback belt), Bomb 1d6 and Mutagen
5 Inquisitor 1 Domain Wolf (Improved Trip), Judgement 1/day, Monster Lore, Orisons, Stern Gaze and Panther Style
6 Inquisitor 2 Cunning Initiative, Detect Alignment and Track
7 Swashbuckler 2 Charmed Life 3/day and Panther Claw
8 Swashbuckler 3 Deeds, Nimble +1
9 Swashbuckler 4 Greater Trip and Combat Expertise
10 Swashbuckler 5 Rapier Training +1 Att +2 Dam Critical w/ Rapiers
11 Duelist 1 Canny Defense, Precise Strike and Agile Maneuvers
12 Duelist 2 Improved Reaction +2 and Parry
13 Duelist 3 Enhanced Mobility and Under and Over
14 Duelist 4 Retrain Combat Reflexes to Quick Draw, Duelist Combat Reflexes and Grace
15 Duelist 5 Riposte and Panther Parry
16 Duelist 6 Acrobatic Charge

I was inclined to go fire.
Cause goblins.
Earth and fortresses seems more of a kobold thing. Maybe hobgoblin.

So I have 3 feats that I am debating for the final stretch of this build. My group has a house rule that if we bring a fully painted mini we can trade in our traits and get a free feat at 1st level. I basically moved everything up a level. So the 3 up for debate would be gained at 17th and 19th are: Lunge, Piranha Strike and Vicious Stomp. I am concerned that Vicious Stomp will not be usable because at this time Greater Trip already is in effect so when I trip someone I would get an AOO. However if I would get a second AOO from these 2 feats it jumps to the front of the line.
