Sounds like a systemic issue perhaps. Maybe they stick promos into a big stack of decks and then use that stack to fill orders rather than doing while packing each individual order. Maybe the stacks got mixed up and one that hadn't yet be "prepped" got used to fulfill orders.
Well, accidents happen. And as we can all see, they will clearly remedy the mistake, just as you'd expect them to. They are good like that.

Hey folks, yes, your subscription copies of Deck 2 should have contained Sweet Dragon Costume. I've directed my CS team to go through this thread and set up those of you who missed your promo card with a replacement.
