so do they?, and if so how much do they cost? what are the penalties to not wearing underpants?
Do you get a bonus if you pants them?
also, will a paladin fall if they face an opponent without underwear?
do rogues gain sneak attacks against underwearless opponents.

There is some room for argument that wearing underwear at all with armor, particularly the heavier kinds, can be a large problem.
Simply put- armor can take a rather long time to take on and off. Time you might not be able to spend defenseless with your pants down.
Many armors are built so you don't have to take it off for...business. Since people are rarely are attacked directly from below, some armors do more of an armored kilt deal that can be moved aside as needed (and this might have been a main attraction of actual kilts on the battlefield as well)
Overall- underwear is more for sanitation than anything- it keeps outer wear cleaner. But since warriors that are too busy to deal with the call of nature...and then they get a sudden shock when smacked with a weapon... is a thing... sanitation is a lesser concern. You are fine as long as you do not have armor directly on bare flesh (which is both a comfort problem with metal scraping against sensitive areas and a protection problem, since padding is VERY effective at improving the effectiveness of armor)

Actually, underpants now do exist in Pathfinder.

3P doesn't count, and they discuss kilts which I believe actually require a distinct lack of accompanying undergarments

Only if you remember the battle baby wipes.
Anyway: Which way to the Baby war?

Two questions.
1. What if they're facing directly away from the opponent without underwear?
2. What if the opponent is a succubus?
And then KC was sent to the moon.
Well, succubi have fairly good natural armor (+7), so, since they lack things like scales or general mass, I must assume their flesh is just plain tough. Also, they have DR, so as long as the armor isn't cold iron... no, succubi have no problems wearing chainmail and nothing else.

Also, do male characters who aren't wearing underpants have to make an acrobatics check to run?
They might get bonus to Acrobatics check to avoid attacks of opportunity.

This is an important issue.
The kobold PC in our current campaign is a strange fellow with a particular interest in why it is that people bother wearing underpants. He thinks they're derivative. He's not much of a fan of regular pants either.
I suppose the matter is different when you have scales and an innie.

with a tail coming out of your back almost as thick as your torso, pants might be difficult.

Underwear and armor.
Most armors don't have quick "fail safes" against "urgent matters", so if you are using an armor when you hear the call of nature, you must use the undone hastly rules.
But, swimming against the current, many undergarments have "fail safes" to "urgent matters". So, if you hear the call of nature, you can just unbottom your pants.
Of course, in raw, Pathfinder characters don't need to answer the call of nature, maybe they aren't even equipped with the necessary tools to do the job, so, no problem there.

And a cloaca.
Seriously, I can't tell if they are male or female, even without pants.
