So at the beginning of RRR a charter and builders come to build the PCs first city.
Who are some characters in this caravan?
I am thinkin:
an old wise npc, sort of a guide
a tough worker npc, who gives the real news to the pcs
a saboteur who looks for ways to ruin the job
ect ect
Does anyone have any interesting pilgrims to share?

A noblewoman who wants to marry one of the PCs (family got thrown out of Galt...) and has firm opinions on how to keep the peasants in their place.
A bard who wants to make songs about the PC's heroic deeds. Unfortunately he will also make songs about their non-heroic deeds.
An agent for the Aspis Consortium who wants to sign a 50-year deal for all lumber production from the Narlmarches. On highly favorable terms. To him.
A small group of Hellknights who want to establish a citadel in defense of law and order on this wild frontier. (Much fun if the locals tend to share River Kingdom ideals).
An innkeeper who wants to establish a tourist establishment on the site of the Great Mud Pit at the source of the Skunk River, and insists that the PCs quickly extend their control there as he already has six parties of aristocrats booked and doesn't want them to have to fight bears for breakfast.
A father with four pretty daughters he wants to marry off. Unfortunately the dowries are small, but maybe some brave and wealthy adventurers will settle for beauty instead of wealth.
Four druids of Erastil who want to train a standing militia of villagers to guard themselves (and resist extortionate tax collectors).
A household of barbarians from Nymeria who want to settle somewhere themselves and don't mind fighting all the neighbors. Particularly when they're drunk. Did I mention they're settling in next door to the brewery? And one of them has a mysterious silvery object in hand.
A set of Warrior Nuns of Iomedae who want to establish a nunnery. They'll provide half the BP cost for a temple if the PCs will give them the land (i.e., establish their own city district in a separate hex). Of course, if the kingdom isn't LG, there may be problems.
A bunch of farmers from Restov who are escaping a tyrannical landlord. They're very productive farmers and will turn the hex they're given into farmlands for no extra cost. Their old landlord will show up next month wanting his escaped serfs back. Did I mention he's a swordlord of Restov with lots of friends back home? Do the PCs give up the Amish or anger their superiors? Can they find another solution?
A Varisian caravan. Cue gypsy encounter. They are on a circuit through the area and will return from time to time, complete with news, a really good smith, a store of cheap magic items, and a tendency for a rash of small thefts to break out in their presence.
Some shepherds with flocks of hefty sheep, that need protection from the wolves (human or canine).
(Not that you have to make every encounter a nifty rose WITH BIG THORNS, but I seem to be running that way tonight...)
