Asb, the mount of Sakura is downstairs so should have received damage too.
Can I call her up?
Is she somehow restrained?

If you hitched her up, she takes no damage as you responsibly secured her for protection in case of turbulence.
If you let her roam free down there, she takes damage, slams into the front of the boat right under the hatch, and if you open the hatch on your turn then she is available.
Your choice.
