Ecthelion will try to tumble through the enemy to get behind them and let Kidron into melee. If they fail they'll still be in the way.

Ecthelion tries to get past the flaming creatures and squeals as the fire continues to burn them. Giles casts Hydraulic Push at the flaming creature as Ecthelion panics and dives into the water.

You manage to defeat the creatures of fire quickly enough that you are then able to turn your attention to helping the dockworkers fight the fires.
The harbormaster comes up to you, as if waking up from a dream.
"By the gods, that was terrible! The crew of the Sixwing Drake! I think they're lost. No... wait... what's going on?" she shakes her head and blinks, as if waking from a nightnare. "The crew... they seemed strange, as if I've never known them before, which is unusual because I've known Captain Zendrani for years. He's a veteran Pathfinder and would never leave his ship. Also strange that his crew suddenly just vanished into the city after leaving the ship."
She suddenly snaps her fingers. "There was this pale-skinned man. He came from the city. I think he ensorcelled me into thinking that his companions, who were all wearing dark hoods, should be allowed to take the shipment and load several barrels in its place. I remember thinking that there seemed nothing wrong with what he was suggesting," she flushes in embarrassment, knowing that it sounds foolish now.
"Take this, " she says, handing you a pouch of gold (14gp). You may use it to buy healing supplies in the city. It's the least I can do to make up for starting this disaster.

After both helping to put fires out on both people and the ship, Joran turns to the Harbourmaster. "Thanks. Would anyone else here know more?"
"We should stop to heal a little. There are some burns."

Giles appears to look a little weak with burns as well as a gash on his arm from an apparent bite. As Ecthelion climbs up out of the harbor, Giles rushes over to help him get up. They converse with each other for a moment before rejoining the group.
Giles nods at Joran: "Yes, we did get burned quite a bit there, it definitely stings a bit, especially with the salt water now."
He turns to Oranna, "Are you alright?" Ecthelion gingerly moving on a few of his tentacles also seems concerned for her.
"It seems like this relic recovery just got a lot more complicated. And we don't have much to go on besides pale skinned man and dark hoods."

While you treat each others' wounds, a young Taldan man with light skin and dirty brown hair comes forward, wiping his sooty hands on a rag. "I am Dorneliun. I heard the explosion and came to help fight the fire." He looks away, frightened, as Harbormaster Molnesh gives him a harsh look. "I-I-I'm sorry, harbormaster, I hid when the strangers came to take the shipment. They cast some "foul magic" on everyone else. I tried to speak to you at that time but you seemed, well, out of it. So I followed them to an abandoned tavern in the Puddles district. I tried to find a way in but there was no way in, so I just came back here."
"Dorneliun, can you show these Pathfinders where this tavern is? I have to make my report to the port authority." Turning to you, "You need to go to this tavern and find out who is responsible for this attack."
You can use the gold to buy healing potions and the like on the way to the tavern if you wish. Minor Healing Potions / Scrolls of Heal cost 4gp each, Minor Elixirs of Life cost 3gp each. While the harbormaster does stress urgency, she did give you gold to go shopping. So I'd say you have about an hour or so to heal up.

The burns on Giles and Ecthelion heal noticeably from Kidron's touch. They both seem much better and nearly whole. "Thank you Kidron. We both feel much better. I wasn't expecting to get burned while at the harbor."
Giles speaks again: "We should be quick with the shopping. 14 gold should get us a couple elixirs for sure. Maybe get one scroll, one healing potion, and two elixirs?"

Swimming back to the pier and climbing up soaking wet, Oranna begins to vent her frustration by ruthlessly kicking the Hells out of one of the supports on the side if the dock with her thick boot. She was cursing in Orcish, rather angered at that as the state of her rage began to ware off and the pain began to grow.
She'd then release another barbaric cry as she continued to make small unintelligible dents in the wood.

Trig waves her over and swiftly tends to her wounds.

The Half Orc woman says as she stands back up, taking a cloth out of a pocket before wiping her wet blade. She wasn't going to allow the old thing to rust from the sea water of the bay. Once that was done she'd heft it upon her shoulder, "Heard about them up far north, not that far away ain't it from the Holds?" she says cutting the conversation that seemed to grow increasingly antagonistic.

I think thats the general plan. Trig, Giles, Oranna staying to finish healing up for 10mins, and the rest go start shopping, and we meet up asap. Thats my vote at least.

You head through a crowded market square in the Puddles district. A few dozen merchants and shoppers mill about, going about their daily business. Merchants hawk their wares from colorful stalls as a few dozen shoppers mill about a cramped market square, selecting goods, haggling, and making trades. The eclectic vendors here sell everything from clothing, food, and spices to alchemical items and weapons.
The dockhand’s directions indicate you should take the relatively empty street directly north of the market, which leads toward an obviously run-down neighborhood in the distance. When you begin to head down the street, you a strange rush of air followed by sudden shouts of alarm and an incessant buzzing.
Several people at the edge of the market manage to flee immediately, but numerous patrons remain in the area, trying in vain to hide under and behind the market stalls.
You have a choice of either ignoring what's going on and proceeding to the tavern, or you can stay and resolve the current situation. If you stay, you can spend 2 actions to make a Diplomacy, Perform or Initimidate check to get the terrified civilians to move.
