The crowd backs away, with some departing all together. Someone at a stall nearby reaches behind his counter and produces a shovel and a bucket which he brings to the guards working the fire. "Here try this!"

This DC is ridonkulous for you guys. Rocky was unable to meet it with a 19. I have a decent roll waiting in the wings so I'm gonna bot Ialtag's turn to get the success you need.

With the combined efforts of the guard, with a little outside help, Ialtag is able to finally smother the flames.
This does nothing to smother the anger between the two goblins who begin staring daggers at eachother again from their respective stalls.

@Mason: "She stole pickles! Pickles are mine, not hers. I was here first and I sells pickles! I told her that and she attack me. Toss cooking stuffs at me!" and he shakes a dented fryer basket he pulls from the ground by his stall. "She wants fight! Fine, I fights back."

While you're making your plan on how to resolve this situation you are within your rights as guards to levy a fine against one or both of them as part of said resolution. This is the way you get loot as guards. Its not uncommon for you to confiscate whatever coin and equipmenta person may haveon them.

Roscoe will walk over to the two, Pelmo and Grunka because of what you both did you will both be fined for the destruction it has caused. Next time if you have a conflict with someone try to come to a peaceful resolution or call the guards before turning to violence. Also I would suggest that if you move away from each other.

Dozens of thick mechanical legs support its bulk, and nobles in fine dresses and coats wave from atop its walls. Suddenly, a commotion erupts from the crowd. A woman races out holding a dagger and a belt pouch. Behind her, a red-faced man points and yells, “Thief! Stop her!”
The agents can move to cut off her escape by succeeding at an Acrobatics or Athletics check.
