Meylara looks about the tavern as she enters, Petal at her side.

Aye, there are a number of well-armed groups here, including some Aspis. I've encountered them in the past and suspect we should be on our guard. I don't recognize any of the other sigils, but I expect they will not appreciate our triumph and will likely do anything they can to thwart our aims.
Casting Greater Magic Fang on Meylara, along with Longstrider, Endure Elements from wand, and Mage Armor from wand before we enter the tavern. Also Life Bubble covering half the party for 5 hours each from Meylara, assuming Undiana will take the other half of the party.
Meylara surreptitiously bends down to ask a question of the rats in the tavern, finding out from them who is the most dangerous in the room. Using a couple rounds of Speak with Animals SLA as needed to gather information.

Katrina: The ceiling ranges about 10 feet at their lowest and 15 feet at their highest near the center. There are rafters, but no cross beams.
Saya: No one you can see has weapons drawn yet. At most some have the hands on their weapons, ready and waiting in case someone else starts a brawl.
Maylara finds that the crowded tavern has driven the rats of the tavern into their small holes within the walls. The rats are not terribly willing to open themselves up to the crowd, but do respond to Meylara.
"All have big, crushing feet! All dangerous! So many! And no food around!" The rat seems indignant as it waves their whiskers at the tavern full of people, with almost none with drink or meal in hand.
Another rat does interrupt though to say, "All big! Yes! But those smell real big! Smell real dangerous! Stay far away from those!" The gestures of the rat indicate a few of the cloaked figures Saya indicated.
The first rat emphatically agrees, as though the danger from those few scattered throughout was entirely obvious.

Katrina moved to a spot where she could look over the rail into the water below. Maybe she'd get lucky and a mermaid would swim by. She was also figuring the safest place for her to be would be right over the hole.
Part of her mind was also planning doing a show here where the patrons could watch her escape from restraints while in the water. That would be fun.
At this point, she was dressed in her formfitting black silk armour, with a black cloak from her shoulders and starknife at her hip. A coil of silk rope hung from Her holy symbol of Desna the only splash of colour on her armour. Her rainbow shaded hair was easy for her team mates to see her across the room. Unfortunately she would stand out to anyone else.
Maybe I should have bought a hat she thought to herself. Still, I'm a performing bard. Maybe we can turn this into a dance-off

Leaving his room, Tooth is transformed into a blonde human girl! "Me prettiest girl in village!" he says with a conspiratorial wink. His rasping voice and plethora of weapons are enough to tell the pathfinder team that it's the Baron - but a casual observer would be fooled. There's a new weapon too - a massive musket sits next to the oversized axe on Tooth's back.
With an armour spell applied to Claw via Undy activating Tooth's wand probably - and Tooth Pushes Claw to suppress the mantis' spell resistance, the Baron enters the Devil's Dregs. Claw buzzes overhead, settling on the ceiling near the middle of the room.
Tooth nods in acknowledgement as the rival groups are pointed out by his colleagues. At sight of the Red Mantis, Tooth bristles; his hands go to the paired swords scabbarded at his hips (though he does not draw them).
"Stupid Red Mantis" he hisses to Kat. "Me show them! Me kill for Society now!"
Tooth sets Claw's Vermin Focus to Beetle and Worm.

Meylara nods to the rats and says Thank you. I will have meat later if you would like, but for now, here are a few pieces of cheese. She pulls some rat-sized bites of cheese from her pocket, left over from lunch and lays them on the floor for the rats.

**HOUSE GM ANNOUNCEMENT**
Without warning, a flash of smoke flares up from the center of the tavern floor. As it clears, a towering, golden-skinned humanoid of hideous and terrifying countenance steps forth, ebon teeth gleaming fiendishly. Standing before the crowd, she greets them with a slow and gracious bow, yet her eyes never look away. The creature gestures to call the crowd’s attention, and one by one they fall silent.
"Good evening, and allow me to introduce myself. I am called Kiang Zhen. My sifu, Xho Nuo, the Emissary of the Ruby Phoenix, wishes for me to tell all of you that he is most pleased to see so many of you eager to attend the tournament. It is his desire that everyone please find a table and make yourselves comfortable at his expense."
The room becomes increasingly packed as contestants file in, and barely a minute later arriving contestants quickly fill all remaining tables leaving the tavern with standing room only – yet more and more continue to fill the place out – it is tightly packed and it is a struggle to both keep a hold of your own food and drink as well as dodging the spilled food and drink of others.
After a few moments, the creature clears her throat.
"Again, your attention please. I regret to inform all of you that Sifu Xho Nuo will not be present this evening, though he has appointed me to speak on his behalf."
"To speak with candor, there are many who wish the Sifu dead and wish to steal from him the ancient secrets he was appointed to guard. This comes as no surprise to the Emissary, for he has been charged with the protection of a great and terrible power. Even now, in this very room, some of these same individuals sit amongst us. To them I say, Sifu knows who you are and fears you not. He even entreats you to join the Ruby Phoenix Tournament, for he shall not compromise the primary intention of the contest – to find the world’s greatest martial artist. Rest assured, this tournament shall test the mettle of its contestants, regardless of their intentions. Competition shall be fierce and violent without regard for contestants' lives. That is your concern – not mine, not the Emissary’s. Those who fail might be lucky enough to walk away with their lives. For this reason, there are few places where our tournament is truly welcome. Thus, given the nature of the tournament and other circumstances, the Emissary has expressed to me the need to retain secrecy. However, I assure you he shall make an appearance before the end of the qualifying round."
"Lastly, I have noticed many of you have come as teams. This is good, for initially, you may need help from allies you trust." The beast pauses for a moment, letting her dark, pupil-less gaze hover upon the crowd. From her belt she unfastens a leather satchel and holds it aloft before the crowd. "I have here 100 rubies. On the morrow, fifty of these rubies will begin to glow, and those individuals or groups in possession of one such gem shall be contacted by one of our agents, who will give them the details of where the first event of the qualifier will take place." Then, with a wide and wild grin she says, "And so it begins!"
On her final words, she tosses the bag into the air, sending the rubies scattering everywhere. The next moment, she vanishes, leaving behind only a vaporous wisp.

Before entering the Devil's Dregs Undy pours some foul green goo (Clear Ear, 6 hours duration) into his ears and Riddywipple uses a wand of Mage Armor on both of them. Undy also taps himself with a wand of Heightened Awareness and casts Overland Flight on himself (10 hours duration) Undy also casts Message on the entire party. And Life Bubble on the half of the party not covered by Meylara.
One of them will also activate whatever other wands the other characters may wish at their request. They auto-activate anything that is on the Wizard/Sorcerer list. Otherwise, Riddy has a +16 UMD for the DC 20 wand check - please feel free to roll yourselves for this check as needed.

The rubies scatter across the entire floor of the tavern, bouncing against tables and walls and feet as people sweep their hands attempting to snag one. While a few make into quick character's hands, most are scattered across the floor.
Even during this a few of the Aspis agents focus themselves on gaining gems through violence. The pair of women begin to draw their hand axes and take measure of those in the tavern, taking particular note of your group.
Any PC that has Combat Reflexes or cannot be caught flat-footed can made a DC 22 Reflex save to catch a ruby mid-air before the combat starts. I believe that is only Saya. Let me know if anyone else qualifies. I will say Claw is not able to as they would do it on command.
If you want to locate a ruby yourself, you can do so with a DC 20 Perception check as a move action. If you get at least a 30 there is one within hands reach, otherwise it will likely be within 30 feet, at least at the outset of the fight.

Undy spots a ruby but Riddy does not. Undy will use a second move action to try to get the ruby he has spotted. I haven't moved him on the map since I'm not sure where the ruby is but he has a 30' land movement speed (and a 40' fly speed if it matters). Riddy will use a standard action to disappear (Greater Invis, 3 rounds duration).
While Undy dashes towards one of the rubies, his pet dragon vanishes!

Meylara: The movement is good, but Petal is positioned next to red rather than attacking blue. I'll assume you meant to attack red.
The Aspis warrior is torn and ripped by Petals talons. She lets out a few choice curses as she is able to barely protect her vitals. "You dumb little beast! I will cut off your legs and throw them on the fire!"
She draws her greataxe to hand and puts all her strength into a single powerful attack against Petal. It is a powerful blow, but not able to stanch the amount of bleeding the warrior is suffering.

Tooth: My apologies, you are correct. I saw you took your action but I forgot to resolve the results.
As the Aspis went for the axe Claw was quicker and drove teeth into the warrior. She drew her throwing axe as she tried to hack off the limb, but was unsuccessful.
Added appropriate damage and condition to Blue
Undy is able to grab the one gem at his feet and spot another that has lodged itself near the door of one of the tavern's rooms. (Move action to locate and pick up a ruby will be his full turn barring a swift action or a 5 foot step if you want to make either.)
Katrina locate another just nearby as it comes careening into the of the tavern floor. (Randomly within arms reach and Katrina is able to get it this turn)
Petal quickly finishes melee with one of the Aspis warriors. She is unable to keep standing under the onslaught. She falls backward into the crush of people continuing to brawl and scrabble.
With them down Meylara charges through the crowd at Aspis on hand. People are bowled over and one who was completely unprepared goes right over the railing and goes diving fifteen feet blow into the water underneath the tavern.
Almaas successfully manages his spell after securing one ruby.

The Aspis roars as she is gripped by Claw. After struggles though she loses the strength against the vermin's onslaught and she goes unconscious as she continues to bleed from her wounds.
The fights haven't slowed down within the tavern as others as any inch gained by a knocked out brawler is immediately stolen away by another in an instant. The same goes for the rubies cluttering the floor. Many are quickly being grabbed and pocketed by some of the other contenders. A few have tried to make a run for the doors only to find thugs waiting at the double doors.
There are far fewer rubies than there were moments ago, but still the majority of the potential tickets to the first qualify lie about.
It does take a move action to locate a ruby, another move action to pick it up, and a move action to stow it. If you have an ability pick up or stow things faster that could be applicable here.

For the moment no one is trying to attack you, you have some moments to tend to yourselves or otherwise figure out what you want to do as a group.
For locating rubies right now, you can now locate a ruby within arm's reach as a move action with a DC 20 Perception (instead of it being a distance away and only within arms reach on a 30). You don't need to move to the ruby to grab it during these rounds.

Saya keeps singing on the Saga of th Lost Trousers, while observing around -

"Me agree. Take the shinies!"
The prettiest-girl-in-the-village admires the shinies in her hands, then pockets them. Round 3 = two move actions to pocket gems.
Then Tooth gets another idea, and smiles to himself. He invokes his 'powerful tengu magic' to render his flesh sticky. Now no-one able to steal shinies from Tooth!
With one eye on the Red Mantis agents, Tooth spies another ruby.
Round 4 = cast Resinous Skin. Then auto-pass the DC20 Perception to spot another ruby. Standard + Move.
Tooth switches Claw's vermin focus back to Ant + Beetle. Swift action on round 4.

Claw drops the bloody aspis agent to the ground and stands silent guard over the Baron.

Round 3: Undy moves to pick up the loose ruby to his northwest. Move action to move; move action to pick up the ruby - he now has 2 rubies in hand. Riddy (still invisible) flies to Undy and stows the ruby he has in Undy's pouch. Move action to move; move action to stow the ruby. Undy now has 2 rubies in hand and 1 stowed.
Round 4: Riddy becomes visible. Undy uses two move actions to stow his two rubies (he now has 0 rubies in hand and 3 rubies stowed) while Riddy looks around for more rubies.
Riddy Perception: 1d20 + 15 ⇒ (12) + 15 = 27
Riddy spots one nearly underfoot and grabs it! Move action to spot another ruby; move action to grab it.
Summary: Undy has 3 rubies stowed and empty hands; Riddy has 1 ruby in hand.

Meylara finds that the doors are particularly chaotic as thugs take advantage of anyone trying to escape with rubies. The goons grab one person holding their arms against their chest and toss them back to the ground. Meylara may be able to make her way out that way by virtue of pure momentum, but the rest of the party might have trouble leaving through the doors.
Looking down Katrina finds that the rough that was launched into the water is fine. While the water is more than a dozen feet down the water still was deep enough for him to safely drop in. He frustrated cursing he gives as she slams at the support posts for the building before starting to swim to the docks. "You can't keep me from what I'm due! I'm getting in there and taking my gems! Then I'll throw you into the drink!" Throughout this he shouts to no one in particular as he rants and rages.
The party casts spells and bolster themselves as they simultaneously grab more of the rubies. They quickly are becoming a far rarer commodity on the floor.
Neither Almaas nor Maylara see anyone hiding within this massive brawl. Although it is evidant some are taking some notice of the ample haul of rubies in the hands of those Pathfinder and their party.

There are a few actions still available in round 4 I believe, but I'm opening now to round 5 action as well. No one is trying to rob you of your rubies, yet. Everyone can take actions, and a few people can still take their round 4 actions as well.

Round 5:
Undy eyes the jealous crowd around them with some misgivings and tells Riddy to rest on his shoulder. The dragon stows the ruby he was holding in Undy's pouch and then they both turn invisible and move 5' closer to their fellow pathfinders. Finally, Undy looks around to see if he may have missed any rubies...
Undy Perception: 1d20 + 16 ⇒ (15) + 16 = 31
... and indeed, there was one right under his nose, which he immediately grabs!
Undy: standard action to cast Vanish on himself (5 rounds duration); move action: Perception for a ruby.
Riddy: move action to stow held ruby with Undy; standard action to cast Greater Invis on himself (3 rounds duration);
Summary: Undy has 4 rubies stowed and 1 in hand; Riddy has none; both are invisible and flying 5' above the ground.

My round 4 action was to move and search with active perception.
If there are no threats right now, Meylara will ready to strike if anyone in the crowd makes a hostile action. Petal is continuing to defend Katrina.

The Baron grabs the ruby at his feet. He notices faces in the crowd looking on with envy. "Shinies mine!" he squawks.
Thinking that someone in the crowd of competitors is likely to make a play sooner rather than later, Tooth casts Lead Blades in preparation.

The rubies become far more sparse throughout the room and the party manages to grab a handful more before there isn't any unclaimed rubies left around. The atmosphere in the tavern shifts as people with rubies are trying to escape the building while a few who didn't manage to claim much, if any rubies, are now resorting to robbery.

A pair of half-orc men find themselves in the later group as they shove people aside in favor of you.
"Looks like you claimed plenty of those gems?" One of them hefts a greatsword that demands others in the brawl immediately give a bit more space. "Good to see that. Will be a pleasure to take them from you."
The other shifts weight on their own greatsword, nodding in agreement. "No sense scrambling for them on the floor. Gorum would rather see us earn in a fight than sneak off." He gives a bit of a hesitation as he glances at your number, it is only a moment as he shakes it off declaring, "for the Aspis! For glory! For battle!"
