You would still need to take the Test of High Sorcery in order to gain your robes. Are you looking at the WOHS PRC?
I will need to take the tests with the toon then. I didn't see the WOHS PRC in the pdf I was looking at. Maybe I didn't look through it close enough.
I will take dwarven as language.

Not sure how much and what type of background you want. I will write one up as soon as I know.
Also I will have to look it up but maybe some one can save me the time....If i buy a scroll to add to my spell book the writing will cost 10gp I believe and then the cost of the scroll. Is this correct?
If so, Dm are you ok if I spend some of my wealth on scrolls and "spells that come from scrolls" I have recorded in my spellbook?
Brek...I mean a hum...Nightdeath thanks for reminding me that languages are different to some degree in DL.

These are the other ones I am looking at:(not sure which ones for sure)
Arcane Pocket: Conjure an extradimensional space inside a pouch or pocket.
Snapdragon Fireworks: Create 1 dragon firework/level.
Shock Shield: A shield of force protects you until you dismiss it in an explosion of electricity.
Burning Sands: Create a field of hot sand that creates difficult terrain and minor fire damage
Celestial Healing: Grant fast healing 1 for 1 round/2 levels.
Sure Casting: Treat your CL as 5 higher for the purposes of bypassing SR with the next spell you cast
Infernal Healing: Give someone fast healing 1 for a minute, at the cost of a temporary evil alignment
Just wondering what you want done with background.

Hmm It's an era where the world is picking up after dragons of Chaos in the Novel series?
Paladine has stepped down.
Takesis dead/disappeared/pulled a loki.
The world in general is still in post war mode and Us in general starts in the displaced Elven People settlement. The elves are generally looking to go back home in case of you know. No way Home.

He watched and he observed and read everything he could get his hands on. Several of the book merchants became confidants and a few even became what he would call tenuously friends. He was a student of the markets. Learning by watching, repeating, and rarely making the same mistake twice. He became adept at languages and easily caught on to dialects from even remote areas of Ansalon.
He was reading one day in the market by Old Jeris “shop” when a new shipment of wares was brought in. Enlisted to help categorize them and to put them in the shop for sale, he was soon distracted by the new information. He was found reading among the crates and boxes. Rather than be upset, Old Jeris laughed and laughed at his young helper. He retrieved several scrolls that were damaged in the shipment. He wasn’t going to keep them but gave them to Dathius as payment and future payment of for services offered. Dathius took them graciously promising to help at the shop with future unpacking and miscellaneous chores and errands.
The scrolls took time to decipher and piece together the information that was on them. Several of them were destroyed when he was careless about where he read them. Several of the neighborhood goons saw his fascination with them and destroyed scrolls out of spite. The remaining of scrolls were quickly hidden away and guarded carefully. The casual reading became cautious reading. Time was eked away minute by minute and spent studying in solitude.
He just intended to help the merchants that came in that day. Many of them didn’t understand the language of the plainsmen. Dathius quietly interpreted the dialect to the merchants assisting in the de-escalation of a potential trade dispute. He thought nothing of it for it was in front of Old Jeris’ shop. The merchant however thought otherwise. He sought out Dathius and offered a deal. He would fund schooling in Palanthas if the young half elf would travel with him. An agreement was made and the young man was sent to the schools in Palanthas. He studied in the schools for almost 3 decades, taking time to travel with Jeneth Hamersworn his benefactor. He traveled into many of the roads commonly traveled by merchants and became familiar with many of the other lands and languages. He never felt comfortable showing his lineage as a half elf and so usually hid the fact behind long hair and high collared cloaks.
One day a robed man came to call on the merchant’s band. He was looking for a scribe whom could transcribe and read documents for him. Dathius bored from his journeys and sensing the time at Palanthas schools coming to an end, accepted the offered position.
Curiosity found him but magic saved him. He was reading in the library and out of curiosity took a spellbook from his master and opened it. This was soon an ongoing activity. Slowly he began to work out the sigils and runes with in the books. So, he had figured out a simple vanish spell. He could “disappear” for a few minutes at a time. Slowly he began to work out other minor spells.
Finding a scroll tucked away in a nook in the library, and after some laborious work, he read some of the writing. It was a treatise to Takhisis the dragon queen. Drawing back in fear, he stumbled into his employer. Asking for an explanation, he saw the dagger just as it plunged between his ribs.
He woke in the forest. He was delirious and nigh on death. He was found wandering a few days later and taken in. He doesn’t know why his employer had a treatise on Takhesis or why he would kill for its secrecy but he intends to find out.
Those that found him learned of his “magic” while he was delirious. Upon returning to consciousness, he was apprenticed to the conclave’s representative in the area. The representative, Solaa Trevico, an Kargonesti elf, is returning to the conclave councils to seek further guidance on the apprentice.
Not sure if that is workable for game or not or if you want something more fine tuned. Let me know and I can polish or reapply coating as needed. :)

I would point out that given this is dragonlance and that the towers are pretty annal about magic being used outside the Tower's without proper permission.
It's not very likely that you could get away with it for long and still be able to attend schools.
Every Novel I read in that setting indicates that the Towers of High Sorcery has a tracker of sorts to detect 'unapproved magic' or even tinkering of it.
Sort of Harry Potter's Ministry of Magic detectors .....

My suggestions.
I note that your current background attempts to tie in as several of us as possible. My assumption.
Given that you're a travelling scribe in a merchant caravan, you would have;
Met Cevendyl in his guise as a waiter at the Inn of Solace.
Likely known Anatoli Ghrymm who is also a travelling peddler and would have I assume travelled with merchant caravans.
Met the rest of us in the elven capital since, well they need those trade caravans pretty badly for much needed resources.
Likely would have known of Windsworn or be given a message to be passed on to him or tasked to learn more news about him given that he's a Plainsmen and has being gone for a long period of time and is known to be involved in heavy fighting.
Might want to remove the schools as that'll restrict your movement and frankly, Dragonlance isn't known for their schools adding to the fact that the world is in recovery since the last war which is fairly recent.
As for picking up and learning subjects. You're in a merchant caravan. IN those times they're the best place for learning besides Schools.
You could be apprentice to one of the owners who is also a wizard because.... even the mighty Towers of Sorcery need some source of income/trade.
Your master could have spotted your latent talent in Wizardry and took you in as disciple but need to have you take your task which coincides where the party currently is.
just my suggestions, I don't think you need a total re-write.

I updated a minor thing or two using nightdeath's suggestions.
Here is the updated background:
Born of human ravages and Elvin disregard, Dathius was raised without the comforts of family. Shifted from one “home” to another he finally ended up in an orphanage for waif’s that no one wanted. It was there that he continued to learn to shut his mouth and keep his head down. This avoided the majority of hard knocks that others would have been all to happy to deliver.
