I probably should have mentioned this earlier, but my NPCs are not omnipotent.
Neither friend nor foe will automatically know your capabilities. They will know what sort of items, armor and weapons you have visible. They will have a general knowledge of how things work. They are not going to necessarily be able to figure out what class each of you is, and it would be almost impossible for an NPC to know all your capabilities.
They also do not have a hive mind. If they get information about you, it is because they actually had an opportunity to find out. Now scrying is a possibility, as is just asking questions.
So, when Dalviss looked at your group he was figuring normal halfling and dwarven speed. He knew you hadn’t left animals in his stables, so the assumption was made that you didn’t have riding animals.
That said, if your character has something that is hidden, prevents an NPC from scrying, or otherwise is tricky do let me know.

I've got a bit of rules not 100% clear check with your GM.
An incorporeal creature is immune to critical hits and precision-based damage (such as sneak attack damage) unless the attacks are made using a weapon with the ghost touch special weapon quality
Force spells and effects, such as from a magic missile, affect an incorporeal creature normally.
Can the Twilight Knife (a force effect) sneak attack the ghost? My assumption is yes but it's not completely clear either way.

Although the game hasn’t finished, this is the last day of Outpost 2019.
I would like everyone to roll d20 for boons.
You get a boon on a roll of a 19 or 20.
If you win a boon, please also roll a d4 to determine which boon you win.
1 - Inheritor of Ghol-Gan (earn a grippli over the course of 12 games.)
2 - Contemplative Traveler (earn your choice of some interesting benefits associated either either with planar travel or the boneyard.)
3 - Season Explorer - Gain benefits based on how many games from Season 6 and 7 that you’ve earned credit for.
4 - Debt to Society - You can use a small amount of prestige to raise a dead ally, and pay the society back later.

You have talked of a few different things.
* Intercepting the prospectors
* Tracking down how the town is being poisoned
* Getting the report from the dragon ally
If you are worried about how to intercept the prospectors, make a plan and go with it.

My schedule is freeing up a bit PbP-wise but the prep for PaizoCon and the prep to sell the house has been taking up a lot of my time. I will be able to refocus on this one more going forward, but I apologize if I'm not as timely as I should be. (Also, Wei Ji is running this in Roll20 to get ready for PaizoCon, so I'm trying to juggle two PCs in the same adventure at the same time. Definitely not trying that again!)

It happened out of the blue really. Wei Ji brought it up after we started and I tried to get other players. But when it came down to game night a....week ago? They had a bunch of casters and no melee, so I threw my knife fighter in with a replay.

If we could cure the Mayor he would have enough authority to protect the citizens, right? Also, if we did look into the well, we might find that the poison is in a slow release burlap bag or something that we could deal with. I think it worth descending to find out. Also, we (or some local carpenter) could cover the well to prevent access or only provide access with a key.

Dustpawn is a neutral small town that normally keeps things in good order. It has very little for academic resources.
It is an autocracy under the mayor.
The town would have normal craftsmen such as carpenters and blacksmiths. It only has the one known temple and you have met the priest in charge of it.
Come up with a plan and try it.

I though transcribing a scroll consumed it. Is that not the case? I've bought scrolls in order to add to my spell book in the past and if this is the case then I still have the scrolls!

It does consume it. I thought the whole kerfuffle with the caster level and such for the second scroll was messed up because we were using a break enchantment instead of the second remove curse scroll so that we had one left for Theodric to copy and Tycho could keep theirs for the vestment.

As Theodric said, copying a scroll into a spellbook does consume the scroll.
When you are in a large city there is no reason to buy a scroll with gold just to copy it into a spellbook. Instead you can hire an NPC to copy the spell from for 50% of the scribing cost.

We wanted to keep the scroll so Tycho could use his mnemonicvestment to cast it at his full caster level without consuming the scroll. In fact you should allow him to do that before you transcribe the spell.

Does that mean that if you want a spell you can pick one up between adventures for 50% cost. Or does that mean that if you just wait until one of the adventures takes you to a big city you can do it then?

It means between adventures you can add spells to your spellbook or familiar (whichever your class uses) for only an extra 50% cost.
So for a wizard, it would cost a total of 10 + 5 = 15 gp to scribe a first level spell from an NPC. You (the player) do need to have the sourcebook for that spell.
A witch can hire an NPC and get that first level spell for 5 gp since there is no scribing cost. Direct familiar to familiar transfer, only need to pay for the pet treats! ;)
Technically it doesn’t need to be during downtime, but since it takes an hour + an hour per spell level to scribe the scroll most adventures do not give you sufficient time to do so. You do need an NPC to scribe from, which is why it is generally restricted to large towns,

So, speaking of which, could one of you cast Remove Curse on Mongo? Is it too late to have Tycho use the menomic vestment to try to remove the curse he has on himself or on Mongo?

Tycho used the mnemonic vestment on themselves yesterday and successfully removed the curse.
Tycho is not high enough level yet to use break enchantment with the vestments (they're only level 8).

The rolls have been made and Tycho’s scroll has been given to Theodric for transcription.
I did ask to confirm you were using the Remove Curse instead of Break Enchantment on the Mayor. You couldn’t use the vestment on that casting because it had already been used that day.
On the good side, Theodric can now memorize and cast Remove Curse starting this morning. He can even leave slots open until after seeing the results to decide how many he wants.
