I thinking of running a d20 modern game were the players are human who have discovered the existence of shadow (monsters) and decided to hunt them. The game will feel a little like being hunters in supernatural. It is not actually set in the supernatural universe however. The game starts at a hunter bar next to a highway in Kansas.
Start at level 1. 25 point buy for stats.

Here is my preliminary character. How are we handing Wealth Bonus and Starting Gear in the game? And is the Mage Class accessible in the future as I eventually want to go Smart Hero -> Mage Class -> Archmage in my development route for the character. I've yet to make a solid background for the PC yet as I would like more information on the game so I can write a coherent backstory. I also took the Shadowkind Heritage feat if that is ok (Could be a good tie in on how she will eventually get magical powers)

Shadow heritage is fine and i have no problem with you learning magic as the game progresses.
calculate your starting wealth score as normal pick out every item you can get that doesn't reduce your wealth and then we need to roll for items that will reduce your wealth.
Some items may be restricted if they are illegal or very difficult to get.
If you want custom equipment let me know.

OK well for some general gear I want a Laptop Computer, iPhone and an economy car as well as a modest apartment in the city we're in. Looking at the Wealth Bonus costs for even basic stuff like this the numbers are INSANE! Could I just pay 1 WB for each of those items and be done with it rather than rolling for the 20+ for the basic stuff I would probably have in my profession?

I'm definitely interested in this game, downloaded the PDFs and I'm going over them now. Currently trying to balance RP with mechanical usefulness for the character concept. I'll definitely let you know once I get something together.
As a kickstart for ideas, we're already part of the hunters at the beginning of the game, or we've just joined, or are initiates, or what? What, if any, experience with the supernatural may we have had thus far, and if we've had any, what sort of things might we have run into? Ghosts or other undead? Demons? Spirits?

You can say you have a safehouse somewhere but you going to be on the road a lot you will not have much chance to stay there.
Since it's pre-game you can take 20 on you check. So you can buy anything with a check of 30 or less however.
if it's over 15 you lose 1 wb.
if it's over your wealth bonus by 1-10 you lose 1 wb.
if it's 11-15 above your wb you lose 1d6 wb.
if it's 16+ above your wb you lose 2d6 wb.
Also they stack. So if it's over 15 and 12 above your wb it's 1d6+1 that's reduced from your wb.
So phone doesn't reduce your wb, laptop you lose 1d6+1, car you lose 2d6+1
I can roll
car: 2d6 + 1 ⇒ (5, 1) + 1 = 7
laptop: 1d6 + 1 ⇒ (3) + 1 = 4
so yeah basically you get all you gear that cost 10 or less, then you get the laptop and the car that bring you to 0. you wouldn't be able to afford an apartment. If we were in a stationary campaign I would usually provide one for free but like I said you gonna be traveling a lot at first and then staying somewhere for a while but then housing wont be on your list of priorities.

You might already know of each other or be friends. Hunters tend to keep in contact a bit. You are not necessary a group already. You are starting the campaign at a place called harvey's road house. A bar were hunters like to gather. You can buy custom equipment here that you can't get most places (silver bullets, spell components ect...) and get news about recent events.

Ok well actually my WB is only a 10 so I have to decide to give up something like the car or the laptop. Except if I don't have a car I can't really get anywhere as I can't just "Public Transport" my way around to remote places if we're doing an actual game with a lot of travel. You should give at least the vehicle for free. I can purchase an average vehicle for a few thousand dollars in real life.

Well my character is definitely not a combat buff so don't expect her to be contributing directly to a combat. Basically her background is that she is a highly educated Academic Historian (With a speciality in Occult Studies reflecting her massively high Arcane Lore skill). She is extremely intelligent and knows a little about everything (hence she has at least one rank in every one of the Knowledge Skills). Basically in the past she mainly worked for Museums working translations of ancient scripts (More specifically Ancient Egypt, Greece and Roman as she has 3 dead languages under her belt. She also has a high Decipher Script score and the Linguist Talent). Occasionally she was called on field work to go to actual archaeological dig sites to do actual on-site assessments. Being in an occupation that involves investigating strange scripts she likely stumbled on something she shouldn't have thus discovering the existence of the "Shadow". She's in on the hunter game in the pursuit of knowledge to learn the hidden secrets of the world.
She does have the "Shadow Heritage" feat although is not currently aware that one of her ancestors was a creature of the Shadow. She does have some inkling that she is unusual as she has always had good eyesight and could see better in low-light conditions better than her colleagues. As for what her ancestor was I am leaving that open for a plot point in the future.

I would like to pitch an idea. There was an old Brujah quote in a VtM books regarding Tremere: "Someone embraced a bunch of D&D freak and told them their spells were real." I would like to do a character along those line. A hunter who's background and knowledge base is largely books, games and media and thereby largely wrong but slowly getting better each time.
Perhaps he could some medical training emt, medic, nurse?

Well, by trading in Improved Initiative to get the Windfall feat--reflecting recent goodies he was able to requisition--we're going to do some gun shopping. And I am making use of the Weapons Locker.
For a Saiga-12 shotgun at a Purchase DC of 16, I'd be losing 2 WB, yes? 1 for it being 1-10 higher than my wealth, and 1 for it being more than 15.
So...
9 Wealth
Saiga-12 shotgun: 7 Wealth
--Box mags and ammo both have a DC of 4, so I'll be nabbing some of those.
--I'm also going to grab 10 rounds of silvered shot, bumping the Purchase DC to 10. This brings me to 6 Wealth.
With that, I'm going to use my ability to take 20 and spring for a Kawasaki Ninja racing bike. Because, let's face it, those things are just cool.
Wealth Loss: 1d6 + 1 ⇒ (4) + 1 = 5
Leaving me with 1 Wealth. And I'll use that to buy a leather jacket and be done. Woohoo!
