While on-planet Kenneth can check potential passengers against any of four accessible databases. They are the TAS members roster, the Roup PCIC, the INS Corsair's Registry, and the RIGIS center.
The Traveller's Aid Society membership roster lists information about anyone who is currently, was previously, or failed at ever becoming a member of the TAS. While the smallest of the databases, the information provided can be very comprehensive, as the society caters very favorably to it's members.
The Roup Planetary Criminal Information Center maintains a list of home grown or locally active felons and related persons. The database is slow and cumbersome, prone to interface glitches as the TL7 software is at times poorly linked with the better processing equipment of more advanced Imperium systems.
The Imperial Naval Service Corsair's Registry lists known or suspected pirate vessels and crews as well as other identifiable interstellar threats. The database is well maintained and can be accessed from any supported system via all Starport C and above, Scout service, or Naval base networks.
The Regina Integrated Genetic Information Services center houses a monthly updated database of all registered stellar travelers who have legally passed through the Regina sector of the Domain of Deneb. This is not a criminal database but rather one to verify citizenship and other basic personal information which is used to identify an individual's origin and nationality.
It would take roughly twenty minutes per passenger to have them checked against each database, five minutes per database. To register for any database's access chip, there is an annual fee of 50 credits, which has not yet been paid for any of them.
The Roup Downport may have a database as well, but it is not currently linked to the planetary network and can only be accessed from an actual downport station terminal. What information it may contain is unknown, as site administration is heavily influenced by local personalities. There could be extensive personal information for one or two people and suspect listings for others, depending upon who filed the information and on whichever day it was entered or updated.

Kenneth will search all the databases he can, paying the access fee for those that need it. As for the Roup Downport database...he might take a peek inside to see how hard it would be to hack the information. Also, can I make a computer check to try and speed the process up?

Rather than checking each individual I will instead allow for one group check per database, an Average Computer Skill Intelligence check with a -1 DM modifier for the variances in technology.
There is no easy way to speed up the search, as you are attempting to scan multiple records from across multiple independent systems using differing levels of technology. You may attempt to do so by quick searching and skimming over the records, but you will add a -1 DM modifier to each database checked in this fashion.
To which on-site Roup downport station terminal is Kenneth going to attempt access? Does he have someone to watch as lookout while he does so or will he attempt to charm, bribe, or bluff his way into gaining access? Using the station terminal you will not be aided by your own equipment, only your skill and Intelligence bonuses will apply. This database will be a Difficult Computer Skill Intelligence check.

He will start with the Regina Intergrated Genetic Information Service, then go to the Roup Planetary Criminal Information Centre, then to the Imperial Navy Service Corsair's Registry and finally the TAS membership directory.
RIGIS: 2d6 + 4 + 1 + 1 - 1 ⇒ (6, 1) + 4 + 1 + 1 - 1 = 12

He will scout out an area that is not very busy to access the Downport terminal. He will see if anyone is free to act as a lookout, perfecting to take someone with a recon skill!
Kenneth sends out a message to all his crew mates.
"Greetings all. I am doing some research into our possible passengers and need some assistance. Who is free to give me a hand? Would prefer someone with keen eyes and ability to spot trouble before it happens (Recon skill). Call me back when you are free, I will be awhile looking over these databases."

"The hunting expedition is one of the more lucrative contracts we have, and can be accomplished by splitting up without loosing time, assuming we can limit the body guard to one week." Lodic responds. "I can meet with them to gather the information. I have a background in an agricultural planet which encourages hunting, and thus can speak the language. I was even a vet's assistant in my youth. My aunt and two of my uncles were with the Planetary Forestry Service."

"Not only does it pay well, but the hunting expedition might be fun. If we can fit in the McKinsey thing and the hunters then we should do both. As to the McKinsey thing, I'll ride shotgun if you want to do the talking."
FYI I do not have Recon skill but I have Jack-o-T 3 so effectively I have Recon 0.
