sorry for the lack of clarity...it states "as if", so it does not require you to spend a surge (it is called "from the brink" if anyone wants to look it up for specifics).
Note, I also have a daily standard action called "Serene Mind" that gives some resistance (to psychic damage) and other bonuses, but allows you to end the effect and regain HP "as if" you spent a healing surge. I can use that next round if anyone wants it, but its being a standard action limits my other actions.

Chary's rapier adds to the carnage as she shoves the Portal Lord unceremoniously away from her friends. Eyes crazed beyond even the normal insanity of his race, the giant shifts and strikes feebly at Kia before teleporting clear.

"Let's concentrate on one of them for now. I suggest our old enemy (i.e. R1). Everybody into position!"
Kia decides to stay out of the fray for a bit and let everyone move to a more convenient location (should they desire) for a concerted attack.
Move action: Order from chaos Kia and each ally can shift their speed as a free action, ignoring difficult terrain, and gains combat advantage against all enemies to the end of Kia's next turn.
What happens next depends on what everyone does, so I will wait until people post their free move and post the rest after that (sorry). I'm hoping that Whiteclaw will move up to R1 so Kia use her Commander's Strike with Whiteclaw to hit.
Healing situation: Kia can grant another player an additional healing surge while also healing them as if they had spent a healing surge+some random number depending on how close her allies are. So if you need healing but are low on surges, don't be afraid to ask and she will supply. She can't do this to herself though and she only has one surge left. Additionally she has two more inspiring words she can use on herself or others.
