TACTICS
Before Combat The lich dragon casts mage armor and shield on itself as soon as it detects intruders.
During Combat The lich dragon opens combat with its breath weapon, trying to catch as many enemies in its effect as possible. It continues to use its breath weapon as often as it is able, but if the majority of its foes seem resistant to fire damage, it forgoes its breath weapon in favor of melee attacks. The dragon uses Awesome Blow to attempt to knock opponents off the bridge into the molten canal below.
Morale Bound to the city by ancient magics, the dragon fights until destroyed.

Whenever a sneak attack or critical hit is scored against the lich dragon, there is a 25% chance that the extra damage is negated and damage is rolled normally.
DETAILS
The lich dragon is a young gold dragon captured, tortured, and murdered by a famously powerful lich. The lich stripped the flesh from the dragon’s corpse and animated its skeleton as a unique undead guardian, which he bound to defend the city and protect the jewel of everlasting gold at all costs. While the unfortunate dragon has retained its intelligence, spells, spell-like abilities, and breath weapon, the reanimation process and the millennia of isolation have turned it into little more than a crazed, malevolent beast that attacks any intruders in the city. Over the intervening centuries, the repeated gold floods have covered the once-majestic gold dragon in actual gold, plating its entire skeletal structure in the shining metal. The dragon guards the bridge to the Third Ring and while it can no longer fly, it can swim and is immune to fire damage, and often abandons its post to swim the city’s molten-gold canals.

Beorn takes down one of the skeleton dragon things and the other just gives up the ghost too. You do see a spirit of some kind leave each of the fallen skeletons to a large heap of trash and debris. The rest of the skeletal dragons fall to pieces and give up their ghosts too.

Now with no skeletons that are moving or biting, what do you do?

These are simulacrons of a Lich Dragon. Unique undead. LE Large undead (fire). Find its body and bash it to pieces. Make sure to destroy the phylactery. Its breath weapon will be supressed as it was using that magic for the simulacrons. You have 2d4 rounds...
Flouncy hits the dirt as Adney gets to him. Flouncy is prone, conscious and alive. Only out for a second...
Rognar comes over and hands good berries to Flouncy, force feed him, shove it up his... What?

Koldur notices where the spirits seemed to be heading towards too and rushes towards the debris, using his long handled Long axe to sweep loose pieces aside...

Round 2: The halfling is revived, and seeing that they're dealing with ghosts, tries to figure out what they are and what to do.

Perception DC 15: You think the body is within the debris and bones. It is moving a little and you can see some light coming through some holes, especially where Koldur began moving dirt.
Round 3
The pile of debris and rubbish begins to move, revealing a large skeletal dragon with azure blue flames in its belly and eyes. Its wings push off an enourmous amount of debris. Anyone in medium or heavy armor are fine, but others within 20 feet of the dragon need a Reflex save vs. 2d6 worth of damage from falling rocks, bones, and other debris.
Round 4
The skeletal dragon has fully freed itself and is completely open for attack, you all go first.
Once your attacks are finished it bites, claws, hits with its wings, and slaps Koldur with its tail. Koldur takes a lot of damage!

Not sure of my distance from the beast as I was providing cover fire. I would suspect I hung around at about the 30' mark to keep my PBS but within 20' not sure.
