Economy and Stability go up by one each. Any basic metal items you require are now available in town.
Boop Treasury goes from 12 to 6.
Lorald if you would like to make a case to your fellow councillors to allocate funding to Moonstone tower now is as good a time as any.
Otherwise the next phase is to adjust your edicts; taxation, holidays and promotions, if so desired.

this building thing is a little bit overwhelming for me personally, but I am gonna try and get my head wrapped around it.
anyway I am trusting the building decisions to most of you guys. and so far I have no objections to anything really.
White Eagle's people have, by now integrated into the rest of the kingdom society. with a few that live by the old ways outside the kingdom boundaries.
they still ply their trade of selling furs and food to people. there is not enough quantity to really make any impact on Kingdom management though.

Well if no one has any objections the BP is allocated to Moonstone.
Step 7 - Issue Edicts
Promotions are currently none, Taxation is light and Holidays are currently 1 per year.
If we're good with that we can move onto the income phase.
Step 1 and 2 are are make withdrawals and deposits to the treasury.
Step 3 is sell expensive items for BP,
Step 4 is Collect Taxes.
I think we're good for 1, 2 and three.
If Turin our treasurer could Roll 1d20+29. We'll divide that by 3. Add 2 from the gold mine and that's added to your treasury , which is currently 5.

I'll send Turin a reminder, see if he's still with us.
The tax collections: 1d20 + 29 ⇒ (8) + 29 = 37
That's 12, plus 2 from the gold mine, yielding 19 in the treasury.
So does Raven want a sponsored festival? Or just a community event.
Next is the Event Phase. last month you had a monster attack. This month, nothing. All is quiet Unless anyone has anything they'd like to bring up Kuthona is completed.
i'll summarise the month in the gameplay thread shortly.

When I said event I meant a sponsored holiday, which would require changing the edicts in order to pay for it. Otherwise it's just an informal gathering that does not benefit from the financial and manpower support of the council.
Currently Emermark has 1 holiday per year. Founder's day, honouring the founding of the kingdom. This adds one loyalty and costs one consumption. Increasing it to 6 holidays a year would add 2 loyalty and cost 2 consumption.
That being said if everyone would like we can launch directly into Abadius.

something called POW-WOW many probably know what that is. But considering I modeled allot of White Eagle off of native American, I thought this would be interesting idea.
a day of celebrating different cultures, a chance for the various cultures that make up the kingdom to share with others. sell products and have a remembrance for those that have worked to defend and help the kingdom prosper. All great holidays, we can discuss if we want to go up to six holidays when it comes to edicts.
Thank you Natalya. Just remember these die rolls do not represent your efforts. They are a representations of the kingdom's ability to maintain order. Which can be a little tough in the dead of winter, when there's not much work to do and people are stuck in doors all day.
So the unrest goes up by one, back up to 2.
This turn the consumption is 1. so the treasury goes from 19 to 18.
Keeper Poole is able to step in and restore a bit of order, dropping unrest from 2 back down to 1.
So now it's edict phase.
Step 1 - Assign leadership. I believe we are all good here.
Which brings us to step 2, claim hexes. Here is the moment you've all been waiting for. You spend 1 bp (17), and claim Oleg's trading post.
Oleg's is technically a landmark. So as you kingdom size goes up by 1, so does your loyalty. This will wield a further bonus when you build a road here.
As your workers arrive in the area, they find that Oleg has not been idle in past months. He has expanded his trading post into an entire settlement named Olegton.
The small settlement has a block of houses surrounding the original trading post, which features an inn, a shop, a stable, a tavern, and a watchtower.
Olegton has a total population of 1250, a base value of 1000, economy 3, loyalty 2, stability 1, lore, 1, defense 2, 1 city district, society 1.
Adding these features means Emermark now has an economy of 34, a loyalty of 26 and a stability of 20. The control DC is now 28. The total population of the kingdom is 4750. Oleg also had 2 BP in his coffers. And while he does not technically give it to you it is part of the realm, therefore increasing your treasury to 19. Olegton is in a plains hex.
As the mayor (by acclamation) of his little settlement Oleg is glad to add his efforts to your realm. The only reason his settlement has been able to expand at all is because of trade and settlers heading south to Freewater. Many a drink is had that night in Oleg's trading post.
The next step is terrain improvements. Here is where you will build the last step in your road to Oleg's. This will cost 1 bp (plains) and link your kingdom to south Rostland, making a continuous trade route to Restov and the rest of Brevoy. You may also wish to build a farm as your consumption has risen to 3.

Good enough for me. plains road (on a landmark) and a plains farm. cost 3 BP. 16 Treasury.
That puts you guys at 6 road hexes total. The road on a landmark increases your loyalty by one. Farm reduces your consumption by 2.
Step 5 - Improve settlements. You can buy new buildings for either Freewater, or Olegton.

Shrine is pretty good actually as it will get us some Minor Magic items, reduce unrest, and bump Loyalty up by 1. Better than Barracks if we go that route.

Shrine it is, open to all faiths.
Loyalty +1 , Unrest -1. 8 BP, treasury goes down to 8 BP. The unrest drops from 1 to 0.
Upon completion of the consecration the shrine is opened the next day and it is discovered that an Arcane scroll of blend (1st level, 25 gp) has appeared on the central altar.
Technically this item is supposed to be created by the officiants at the shrine, and you're supposed to pay for it, but we're doing it this way instead. Major items may require a donation to the gods in order to sustain their gifts in the future, but I'm not going to sweat 25 gp.
Step 7 - Issue Edicts. Taxes are currently light, promotions are none and you have one sponsored holiday a year.
I had allowed that the budget might be okay with 2 a year. Then there was a deluge of really great holiday suggestions.
Currently you have one holiday a year, honouring the founders. It was suggested the Raven Queen should have a holy day. There was talk of a Harvest festival, a Moonstone tower celebration, youth day, a multicultural pow-wow.
Those are all really great ideas, and if you add them all up you get 6. Which is the amount of sponsored holidays if you increase the to 2 BP. it would also bump the Loyalty up another 1. It's your choice.

So let's figure out the days for all this.
Raven day is in Pharast I think Raven already requested.
Moonstone would be on the same month that we spent the BP on it
That leaves figuring out months for
Harvest Day
Youth Day
Pow Wow
or Mardavig can do that for us. And then we go on with another month of building?

We can figure it out as we go. there's not rush.
Youth day should probably be in the spring, pow-wow in the summer and harvest in the fall. Founder's day lands in the summer because I secretly made it the same as Canada Day.
Which brings us to the income phase. I've had no response from Turin, so if someone wants to roll the tax collections phase it's 1d20+35.

Sounds alright to me. Don't know if I'd want it to be a five day festival. I mean Founder's Day should be the biggest celebration of the year and it seems like Raven Day will be the biggest religious thing.
