Cecil thinks a moment than says
"when did the wolves firST ARRIVE? Did anyone new arrive in town around that time? Who was the first you know of that got attacked? do you know where they lair? Things like that."sorry about the caps. I couldn't seem to fix it. I think something's wrong with my phone.

Problem was, we never killed all of 'em so they kept comin' back. Now that you mention it, the man that left this morning: he got into town 3 or 4 days before the first attack!"

Turning to Kayla: "I suspect that they'd hole up in some dark place somewhere when in human form, but nothing would stop them from walking in the open as far as I know."
He is lying about hearing noises and the natural wolves. He is telling the truth about his suspicions as to where they go in human form, but he's not saying everything.

Is there any way to tell other than that when in human form? Otherwise we may need to do something about him before the full moon. I have heard stories that these wolves are strongest on a full moon, though I don't know how true that may be. That being the case, if we do something today..." You all head out into the town together to search the town.
The buildings nearest the tavern have all but collapsed into themselvs. As you move further out, there are a few shops and a bunch of houses. Like the tavern, all the windows have been shatered. There are blood stains in a few places and splintered wood all over. The is no sign of a living soul or a dead body anywhere around (Other than the skeletons in the cellar of the tavern). Cobwebs tell that even the spiders have moved on from this place.
I'll need three survival checks to read what could have happened here. These are not easy DCs due to the amount of time that has passed. don't forget about take 10 and 20: just remember how much time they take. Aid another might be a good choice if you choose to roll.

The party picks its way over the dilapidated town and discovers several things.
1. The oldest, and likely first attacks, were against the influencial town memebers: Mayor, Shop owners, etc. This is an inference based on the fact that these attacks happened in the shops and at the biggest home in town.
2. The attacks stopped for nearly a month after the first attack. The damages we repaired.
3. The second attack has more wolves and killed or injured more people. damages were not repaired. People tried to flee.
4. The third attack was the last, and the worst. Vastly more wolves than before. The town was mostly destroyed in the attack.
5. The next attack was, in fact, a civil war between to forces of werewolves. Few survived.
Speculate. Ask questions if needs be. Formulate your next actions. Good luck and good work!

"Can you guys make any guesses as to why the werewolves fiught each other?"
Was there one certain area the civil were war took place?
"Do you suppose their are two factions? Perhaps one murderous animals and the other relatively civil country folk? Stranger things have happened."Cecil thinks out loud
Then turning to pointedly talk to his companions,
"Perhaps we should ask the old man who brought us breakfast. Either he will be forthright and tell us of the evil wolves, lie completely, or try to kill us. In the former at least these good people will know we're on their side. In the latter case we can simply kill everyone and call it a day. And if he lies we're right back where we started." Cecil waits for feedback.

On the way, Osslend's face runs the gamut of introspection to realization and he wonders aloud, "That song both of those men sung...you don't think there's some sort of man-wolf queen, do you?"

The party approaches the town hall. It is a drab building. Its white washed walls show a sickly yellow in the harsh midday sun. All the windows -there are several- are boarded up and thick, dark curtains hang behind. The front door is on a porch accessed by 6 steep, wooden stairs. The wood on the landing is discolored from where a rug used to be to wipe one's feet. At the back of the hall, the cellar has been heavily boarded up and large stones piled high to block any entrance from that way. Iron pitons have been scattered all over the roof.
Someone take point and let me know what the plan is.

"He said something about the wolves holing up in some dark place during the day, didn't he?"
Osslend points to the barred and curtained windows. "If I was trying to defend a place, I'd definitely bar the windows...but I don't think I'd curtain them. Curtains are no defense. In face, they hinder visibility from both sides. They serve only to make things dark."
