I am in for thrashing kobolds, who is for taking the tunnels back to the buggers? Anyone know anything about the varmits? I also figure that little kobold had to be lying about a dragon or we'd be cooked already

1) Solvi goes to Sensina Hides and asks about getting some armour made for Bissi.
Ideally masterwork studded leather armour would be best but if that would take too long he'll settle for leather armour.

Orell will find a seedy partially lit corner of a room and gamble himself out of fifty gold maximum trying to win a lot more and will keep a sharp eye with his sleight of hand for any cheating. After he has done that for a day he too will go to the temple of roses and pray in a corner to his god and leave a donation of 10% of his winnings if any.

Going around town, it's pretty much as you all hoped. No one puts up any significant road blocks for you. Taking the towns temperature, you see there are three main religious factions here:
Abadar: The Abadarans hope to see Belhaim someday become a hub for trade and export again. Ever pragmatic, the Abadarans frequently come into conflict with the Shelynites, whom they regard as layabouts.
Green Faith: Green Faith NPCs are patient and hard working, and tend to be easily frustrated by politics.
Shelyn: Shelynites prefer Belhaim as it is-a cozy town that doesn't see much action. They see the Abadarans as greedy traditionalists who have forgotten how to take the time to enjoy life.

you can buy all the gear you want in town. I'm pretty easy going with the boring, high finance side of Pathfinder. No ones trying to buy a holy avenger, so we're good.

After the shopping and wandering around town, Samuel comes back to the inn the group has decided as meeting point.
He there asks for an ale tankard and full spiced rips. As the group gathers up he finishes his food "I have heard the hill mines are infected of ghosts. I do not know what might have happened to the miners there, but seeing that tower crumbling I will not be surprised the kobolds or something similar made enough tremors for them to die. Groar!"
With a toast to the adventurers that explored the tower the half-orc proposes "So we can sleep here tonight, then we met back tomorrow morning at the sunrise and go seek those kobolds at their well"

When the party is done looting and hiding the corpses the skald walks quietely into the tunnels trying to take by surprise whatever kobold is ahead.
