I think the Halfling only pre-requisite dates back to one of the characters that played with Gygax and Arneson (to my shame, I don't remember her name. A cleric I think, played by a girl?) who was always carrying equipment for every eventuality.
I dislike the Halfling only restriction though, its very arbitrary.

The races were much more pigeon-holed back in the day, but now that you can be an arcane archer without being an elf and a "stalwart" defender without being a dwarf, the racial restrictions left in the game are jarring in their specificity.
I could definitely envision a Well-Prepared dwarf. Don't they always have the right tool for every occasion?

Not only have I never cast this spell, I've never actually seen it cast in-game, either.

Effect line-shaped gust of severe wind emanating out from you to the extreme of the range
Duration 1 round
Saving Throw Fortitude negates; Spell Resistance yes
This spell creates a severe blast of air (approximately 50 mph) that originates from you, affecting all creatures in its path. All flying creatures in this area take a –4 penalty on Fly skill checks. Tiny or smaller flying creatures must make a DC 25 Fly skill check or be blown back 2d6 × 10 feet and take 2d6 points of damage. Small or smaller flying creatures must make a DC 20 Fly skill check to move against the force of the wind.
A Tiny or smaller creature on the ground is knocked down and rolled 1d4 × 10 feet, taking 1d4 points of nonlethal damage per 10 feet.
Small creatures are knocked prone by the force of the wind.
Medium or smaller creatures are unable to move forward against the force of the wind unless they succeed at a DC 15 Strength check.
Large or larger creatures may move normally within a gust of wind effect.
This spell can't move a creature beyond the limit of it's range.
Any creature, regardless of size, takes a –4 penalty on ranged attacks and Perception checks in the area of a gust of wind.
The force of the gust automatically extinguishes candles, torches, and similar unprotected flames. It causes protected flames, such as those in lanterns, to dance wildly and has a 50% chance to extinguish those lights.
In addition to the effects noted, a gust of wind can do anything that a sudden blast of wind would be expected to do. It can create a stinging spray of sand or dust, fan a large fire, overturn delicate awnings or hangings, heel over a small boat, and blow gases or vapors to the edge of its range.
Gust of wind can be made permanent with a permanency spell.
Since it doesn't say "Fortitude partial," I presume all the listed effects can be avoided by making a Fort save, including the -4 to ranged attacks and Perception checks? What about extinguishing the torch? Usually, an attended object gets a saving throw. Tiny flying creatures get first a save and then a Fly check to avoid being blown back and taking damage? Seems a bit unfair that they get two chances to negate the spell.

Sorry for the snail pace. My dissertation is due on the 17th of September and my word count is still close to 0... Out of 15,000. Within the next week i'll be announcing a 2-3 week hiatus from the games I DM, in order to clear the time I need to finish it. Its the final step of my MSc so pacing should be pretty good after that for some time :).

Ok back in action fully now, for as long as this current laptop lasts. New one comes in a few days. I also got lots of work done on the map so i'm quite far prepped ahead now; sorry for the (several) slowdowns; i'm really looking forward to getting into the meat of this game so no one is more disappointed in me than myself. Lets get to it!
