I feel like the best users of the Dandy archetype are Illusionist Wizards and Interrogator Investigators, since they are both classes incentivized to invest in Int and Cha. Gossip Lore is a pretty nice option for both of them, too.
Celebrity archetype works well with strength classes, actually, since you can attempt to Upstage off of enemy Grabs now. It's a low commitment, relatively easy to proc reaction which is somewhat uncommon. Big Debut can be combined with a Tengu Feather Fan for an easy +1 circumstance bonus to Charisma checks which is a fun little synergy.

I haven't played him a great deal yet but my PFS fighter dandy with tut-tut has been both effective and fun.
Dandy itself is just a gold mine for roleplaying (you get to complain or compliment everybody on their sartorial choices) especially in PFS where broad and in your face characterizations are rewarded when compared to subtle ones.
And as a fighter he hits pretty darn often with tut-tut despite it being a press attack. And he has both the armour and hit points for it not to be suicidal to go off by his own for a bit. And sudden charge to get him where he needs to be.
He's NOT a one trick pony (he's a fighter after all :-)) but tut-tut makes a very nice trick that comes up often. Demoralizing a bunch of enemies at once rocks

The Fighter Dandy is a good idea... A Flurry Ranger might be a good alternate take on that concept, giving you more low-value attacks to potentially give up for the Intimidate check.
Celebrity has some interesting tools in Upstage and You're an Embarrassment. The most common skill checks enemies will make are athletics and intimidate, so a STR/CHA Ruffian Rogue makes a lot of sense for exploiting that. Rogue is a class that lacks high value reactions too so you're not giving up as much investing them in the Celebrity reactions.

I am currently playing a Divine Sorcerer with Dandy FA in Kingmaker.
It's playing into the high charisma, but otherwise is intended to cover RK with Gossip Lore and provide extra skill increases.
Certainly not min/maxed, but covering some weaknesses of the low skill chassis.
So far wilderness exploration was not his forte, but influencing companions with expert diplomacy at lvl 2 is working fine.
I don't think my GM would allow Tut-Tut.
Planning to go Swashbuckler at 6 and combine Cooperative Nature and One for All for aid support with master diplomacy.

It's gotta be an urbane bard. I'm envisioning a thespian playwright similar to Shakespeare, but with whatever roleplaying angle you want to take them in. He could be both support for his personal "troupe" and sharp of wit with his enemies - enough to take the wind out of their sails (and penalize them with debuffs).
