Inventor vs drug

Suppressant, which rarity equals drug to be suppressed as of Treasure Vault's release.

G&M's one was saying alchemical reagent is required, but sneak peek of Treasure Vault was saying formula separated.

So, can "versatile vial" be used to create suppressant?

I don't understand the question. Are you asking if you can use Quick Alchemy to make it? Or Perpetual Infusions? Or something else? I don' know what you mean by "versatile vial".

I'm not sure what Rarity has to do with anything you are asking about. Rarity controls if you can get access to the item or the formula to create the item. It doesn't change any other game mechanics of how the items work.

Versatile Vial comes from Investigator Alchemical Sciences. Those can be used to create any Elixir or Alchemical Tool that you have the formula for.

So that would include the Addiction Suppressant from Legends since it has the Elixir trait - assuming that you have gained access to and learned the formula.
