You do realize how many people there are that play Pathfinder2e, right? And how few staff Paizo has?
I don't understand the question. Are you asking if you can use Quick Alchemy to make it? Or Perpetual Infusions? Or something else? I don' know what you mean by "versatile vial".
Suppressant, which rarity equals drug to be suppressed as of Treasure Vault's release.
I'm not sure what Rarity has to do with anything you are asking about. Rarity controls if you can get access to the item or the formula to create the item. It doesn't change any other game mechanics of how the items work.
So, can "versatile vial" be used to create suppressant?
Versatile Vial comes from Investigator Alchemical Sciences. Those can be used to create any Elixir or Alchemical Tool that you have the formula for.
So that would include the Addiction Suppressant from Legends since it has the Elixir trait - assuming that you have gained access to and learned the formula.

Can "versatile vial" be used in place of alchemical reagent?
"You create a single alchemical elixir or tool of your level or lower without having to spend the normal monetary cost in alchemical reagents or needing to attempt a Crafting check.": Yes, you can.
And formula really separated?
You mean separate from the drug? yes. Or do you men you need one for every drug? yes, "For every drug, a specific suppressant must be crafted— no generalized addiction suppressant yet exists."
