I am running Age of Ashes with only two players. What do I need to do besides lowering the numbers to make the encounters easier. I have thought of adding an NPC healer to the group, but I don't necessarily want to add an NPC.
I thought I read lowering AC and to hit, but if someone has a formula let me know.

Lowering boss enemy stats and level and reducing the number of foes will both help. But the game mastery guide includes a variant called Dual Classing which is pretty good for making sure they have the versatility they need. The PDFs are now available for purchase. Unfortunately, they are experiencing warehouse issues that are delaying shipment of the hardcopy, so I wound up buying both so I wouldn't have to wait.

I would suggest being a bit more generous with consumable drops. Getting 3 potions of minor healing vs. 2 can go a long way toward keeping your PCs up right between encounters.
For single monster encounters, particularly ones that are supposed to be hard for a 4 PC party, I would suggest either a blanket -1 or -2 to all stats to keep them from being too hard.

For group encounters, reducing numbers as per the guidelines in the Core Rulebook helps.
For solo creatures, the use of the weak adjustments in the Bestiary can help.
Age of Ashes also has numerous NPCs who can provide aid in combat. Or you could boost the PCs up a level or two to give them a necessary advantage.

Why do you need to make them easier? Depending on the reason, different solutions may work best.
- If you have fewer than 3 players, then reducing the number of monsters is a good start.
- If individual monsters have too-high stats, then maybe the players took too low scores in their main stats? Like, a 14 in your main stat is allowed, but it isn't a good idea.
- If your players are inexperienced and not employing good tactics, that's another problem.

As a curious question, why are you starting at level 3 for a two shot in a system you've never run or played before? Level 1 things will be far less complex for both sides of the screen.

If I would hazard a guess, it would be because in most other versions of D&D, level 1 is both boring and deadly. Less so in P2 as the baseline numbers have been bumped up. Starting Min HP is at 11 (elf wizard) instead of 5.
