If it's not made by Ogres is it really an "Ogre Hook"? Would Ogres make a weapon too small for them to use?
I guess Giant Barbarian is a possibility.

Note that he answered yes to the hook being in CRB OR Bestiary, but ignored the question about being able to create a PC that uses it.
Therefore, it's in the Bestiary. But we can probably deduce traits and stats. We have the technology.

What do toddler ogres use if not 'man sized' hooks? You got to train them young when they're not too bright. ;)

So close, but your overanalysis was aptly pursued (I actually did intentionally omit that part, not quite for the reason you mentioned, but instead because Biztak asked if Biztak in particular will be able to create an Ogre Hook wielding PC at launch, and I can't answer that for sure because I don't know Biztak's group. But some people will.)
