Apparently OP is just now catching up with a 3-year-old ruling that nerfed Quickrunner's shirts and Bracers of Falcon's Aim.
In my home game, I also nerfed them, but I did it differently. I said that the original text for the item could be used in all its awesome glory, but you'd have to pay 3000 GP for the Quickrunner's shirt, and double price for the Bracers of Falcon's Aim.
Same great features, increased price, hopefully leads to game balance, but the most important thing is that the players don't feel like cool stuff is being yanked out from under them. A price increase but with the original text means they CAN get the cool version if they really care, but maybe they can't spam it as much as before (people used to buy multiple Quickrunner's shirts, and don a new one after each fight, so that they'd always have a swift-action movement available; easy to get around the limitations of the shirt when they were dirt cheap).

The SRD? You mean the PRD? In any case, Paizo has stated that they rarely update the PRD. It's no indication of when changes happen. You're just supposed to watch the errata & FAQ and pull in the updates manually. It REALLY sucks if you're running Pathfinder Society or something, where it seems that weekly something is nerfed, and it's the job of the GMs & leadership to keep up on it.

NEVER EVER use the PRD for anything. It's years out of date in some cases and intentionally continues to list incorrect information because the book it's in isn't up for a new print run.
Use 3rd party sites like d20 or archives as they are FAR superior in speed and accuracy of information.
