No save reflex lowering spells

Advice

Does anyone know any spells (any spell list) that lower an enemy's Reflex save without a saving throw?

Touch of Gracelessness does Dex damage even on a successful Fort save.

It's not exactly a spell but a witch's Evil Eye hex can lower all saves. It has a will save but all that does is reduce the duration to 1 round which can be extended by Cackle anyway so it's basically save-less.

Wracking Ray will do STR and DEX damage save for half.
Waves of Fatigue/Exhaustion will impose conditions.
Enervation will give negative levels.
Symbol of Vulnerability give a blanket -4.
Prediction of Failure will give sickened and shaken for rounds/level on a made save and days/level on a failure.

There are plenty more but this should get you started.

Anything doing cold damage with rime spell added to it. So long as it does any damage rime spell kicks in and makes the target(s) entangled.

Fear causes panic on a failed save, shaken for a round on a successful save. Shaken is a -2 to further saves. Prediction of failure makes the target shaken and sickened, and the save is to find whether that's permanent or 1 round/level.

Scarab Sages

Fatigue & Exhaustion will give DEX penalties which will lower it, Touch of Fatigue and Ray of Exhaustion have saves though.
Tanglefoot bags, nets, etc

the Prayer spell will give -1 to all saves with no save

Ray of Exhaustion has a save but:

Quote:

The subject is immediately exhausted for the spell's duration. A successful Fortitude save means the creature is only fatigued.

A character that is already fatigued instead becomes exhausted.

So two hits exhaust the target even if they pass the save.

Polar Ray inflicts 1d4 Dexterity drain, so it has a good chance of reducing Reflex save bonuses. That spell requires a ranged touch attack.

Polar Midnight inflicts 1d6 Dexterity damage per round on anyone in the area of effect who fails a Fortitude save.

on a slightly different but kind of related note is there a way to turn a spell that's normally an aoe spell with reflex for half into a ranged touch spell for no save?

There's no way to drop the save off a spell that I know of. There are ways of changing area spells to ranged touch (q.v. L16+ eldritch archer magus) but they keep their saves.
