How does this rod work? If I am 5th level and use the rod to cast Sleet Storm would I essentially be spending two spell slots (both 3rd level spells, 1 for Sleet Storm and another one for the Rime effect)?


no, metamagic rods lets you pretend that you're casting the spell with the metamagic feat on it. So you spend 1 slot to cast rime sleet storm, which is the same as if you had the feat yourself and were using that feat, it just doesn't use a higher spell slot.

No. You'd still expend only a single spell - using its 3rd level slot. The rod just adds the rime effect on top of your spell being cast (assuming the spell has the appropriate cold descriptor).

Sometimes the feat is better. The feat doesn't cost gold, so you can take the feat much earlier than you can afford the rod. And the rod takes up a hand, which can cause difficulties for casters like a Magus trying to use Rime Spelled Frostbite with Spell Combat. While not using a higher level slot is an advantage of the Rod, keep in mind that you can use the Magical Lineage or Wayang Spellhunter Traits to get the same result with the feat.

Note that Sleet Storm doesn't actually cause any cold damage, and therefore can't be modified by Rime Spell. It would work with Ice Storm.

I recommend frost fall, flurry of snowballs or winters chill if you want area effect entangling. Ice Storm works but requires a regular rod costing 11k.
