I am curious about the feasibility of building a PFS legal Sorcerer that is focused on ranged/melee touch spells which debuff the target.
What would be a solid, defensive focused bloodline to take?
What should my statline look like? I imagine high CHA, and some ST/DEX/CON?
Any feats that support this build?

are you really going to be making melee touch spells or is it actually like all ranged?
If melee is actually going to be used you'll REALLY need to make your defenses and HP high enough to go into melee. Take weapon finesse, thus getting your melee and ranged attacks and AC onto the same stat.
For ranged you'll need PBS and Precise shot to only take -4 to your attacks instead of -8, just like every ranged character.

There's a bunch of ways to go. The Aberrant bloodline will give you reach (which Lunging Spell Touch can eventually add to), or Psychic lets you armor up with a dip for proficiency, or you can get a familiar with the figment archetype (Arcane, Serpentine, some others with the bloodline familiar option) and work thru that. Also Wildblooded Karmic might work or perhaps the Eldritch Scrapper archetype (with aberrant or psychic.)
Aberrant wants weapon finesse and lots of dex, Psychic wants str/con, working via a familiar just some dex for ranged (maybe int 13 for evolved familiar). Cha is not as important because some touch spells don't have saves.
Edit: a figment familiar loses the ability to deliver touch spells, so forget that, sorry. None of the archetypes which keep it are especially good at staying alive though a destined bloodline familiar is at least better at delivering them.

Cartomancer witch is pretty good. You can throw cards for bad touch effects, and you get bestow curse as a lvl 3 spell rather than the lvl 4 wizard/sorcerer spell.
Just max int, and have a pretty good dex and con, and you should be good. Take spell focus and greater spell focus necromancy soon, and misfortune, and you should be slinging those cards-of-save-or-suck-but-my-stats-are-high-enough-that-you-will-suck in no time.
Yes, not a sorcerer, and sorry about that... Dark Fey bloodline for sorcerer can also do bad touch, but I think it is a little more difficult.
