No, it's straight from the text on the Unchained Rogue.
At 1st level, a rogue gains Weapon Finesse as a bonus feat. In addition, starting at 3rd level, she can select any one type of weapon that can be used with Weapon Finesse (such as rapiers or daggers). Once this choice is made, it cannot be changed. Whenever she makes a successful melee attack with the selected weapon, she adds her Dexterity modifier instead of her Strength modifier to the damage roll. If any effect would prevent the rogue from adding her Strength modifier to the damage roll, she does not add her Dexterity modifier. The rogue can select a second weapon at 11th level and a third at 19th level.
Note the italicized words: "Instead of." That means it literally replaces STR one-to-one.
Let's say you're a rogue. You have a DEX of 18. At level 3, you choose short swords. You can deal +dex to damage with your short swords, or +4, because you'd normally just add x1 your STR so you get x1 your DEX (or x.5 for your offhand). If you chose the Elven Curved Blade instead, you could deal +6 damage (1.5 * your Dexterity.)
If, however, you chose a weapon that doesn't get strength to damage, you don't actually get an STR bonus with your attacks. If you add x0 STR to damage, you add x0 DEX - or no DEX.
It's a pretty straightforward ability, though I believe they also limited you from getting more than 1.5 * your DEX ever somewhere? I forget where, I remember reading it. Hopefully they change that.
Anyway, the big question is whether the Warlock's mystic bolts get STR to damage. If you can get STR to damage, you can get the rogue's DEX to damage. If you can't, then it's a big 'no.'

I can see building a warlock basically as an archer who has 6th level wizard spells. It is sad that basically every single feat is going to get used up making the mystic bolts not suck, but at the end of things you do have an okay-ish ranged attacker who also can cast spells from one of the best lists.
