I was wondering if Skinsalkers where a allowed race in PFS, as I want to make a Werebear-kin Druid, so yer just a quicky.
Not unless you have a race boon. As always, check the Additional Resources to find out if something is legal or not.

Incidentally, Skinwalker boons were given out to Tier 1 GMs at Gencon this year. It doesn't seem unreasonable to assume they would be given out at large conventions in the future, either as GM boons of some tier or some other way.
If you're looking to trade for one, its possible, but there aren't nearly as many in circulation.

Select your character’s class and race from the choices
offered in the Core Rulebook. You may also select kitsune,
nagaji, tengu and wayang as your character’s race with
access to the proper Additional Resources book. Other
races are not legal unless the character’s Chronicle stack
includes a race boon.
A race boon is a chronicle sheet, typically "won" at conventions (or given to anyone who GMs) that allows you to play a race that's not on that list.

Keep your chin up Valkyrie-Storm! The "extra races" tend to rotate in after a while. For example, a few years back nagaji, tengu and wayang were "boon only" races, just like skinwalkers, but now they are available ones. If you stick with PFS long enough, I imagine you'll see more race options open up.
Also you can earn race boons by GMing PFS at conventions! And if you can't make physical conventions, the great blog post this week has info on how you can join up for online ones :)
