Quick Runner's Shirt. 1/day, but still nice. There's also rage powers that can give you pounce, but you have to be at least level 10.

Or ask your GM very, very politely if you could get one for unlimited uses a day for 5x the price. Even if he charges you 10x, take it and be happy, because you have purchased action economy.

Namely this needs to be integrated into the basic TWF chain.
I'm feeling Standard Action TWF is part of the Two Weapon Fighting feat, and as a Charge and Improved Two Weapon Fighting allows an off-hand attack any time you attack [subsuming Greater Two Weapon Fighting AND allowing TWF within Charges and AoO's]
EDIT: also, Doubleslice needs to be edited to clearly function alongside Dex-to-Damage options, and to raise Power Attack/Piranha Strike's off-hand damage at the same time it raises stat-based damage.

A Quick Runner's Shirt doesn't let you make an extra attack on a standard action. It is nice to have since you can make a full attack and still move, but that wasn't the question posed here.
