When it says the effect is temporary for the first 24 hours worn, after 24 hours it basically a permanent increase to my stats?
So if I get a belt of Incredible Dex +2 it basically adds to my Dex permanently?
So if I get a headband for Wisdom it will increase my spell learning ability?

"Permanently" is a little off here; it is only 'permanent' so long as you wear the belt.

This is probably obvious but it's good to be precise. A person might head the wrong direction with a word like "permanent".

No. The skill associated with the magic item represents the "retroactive" skill ranks you'd get from the item increasing your Intelligence. You don't get the item's built-in skill ranks and another set to assign however you want.

Yes. For example, I have

20 int. starting
+2 4th and 8th level increases.
+2 chronicle boon
+4 headband.

28 int.

So +9 to save dc's
bonus spells

3 first levels
2 second levels
2 third levels
2 fourth levels
2 fifth levels

And when I can cast them

1 sixth
1 seventh
1 eighth
